I will attempt to summarize them for you. s �,d If the specifications regarding signage,Aarchitectural design and construction as set forth in the Eastside and 1.1estside Neighborhoods Design Guidelines and the Land Development Guidance System are closely followed, this will satisfy the expectations of .the neighbors regarding these two matters. There is a great deal of concern about the traffic problems and accidents that have been caused by the access to and exit from Taco Bell parking area from Prospect Road. There is a strong concensus that no Curb cuts should be per- mitted on Prospect and, therefore, no access to nor exit from Taco Bell from Prospect Road. It is a well known fact that there are numerous fast-food or drive-in restaurants on College Avenue and, other streets in the city that have their entrance and exit from a single street. We urge that the city rerni_re Taco Bell to use only College Avenue for access and exit from their place of business. It ,has been s-�auested that. westbound Prospect may be widened by a twelve foot right turn lane extending from the easter point of Taco Bell property to Collec-e Avenue; and, if this is accomplished, there will be a twelve foot reduction in the area available for la aping along Prospect Road. This is strongly opposed by the neighbors who fee ��if a reduction in area becomes necessary, the reduction should be in the area available for parking and not in the area for landscan`_nc.. The neighbors wish to emphasize their support for a minimum of six foot and preferably an eight foot wall all along the alley and along the north bcrder of the Taco Bell property. They stress that there should be no access nor exit from Taco Bell property to the alley. They also urge the enforcement of measures to control blowing debris. Such measures include placement of waste recea`_acles in the outside eating areas and parking areas, and requiring that trash dumnsters be kept closed when not being filled or emptied. Most importantly the neighbors as', that the hours and manner of operatin;- or conducting the business of Taco Bell be improved. The long hours and loud noise• are great detriments to the neighborhood and far from compatible with the '_ife style of the people in ad;acent and surrounding residential areas. Present c'_os_inc times of Taco Bell are Sunday through Wednesdav 1:00 A.M.; Thursday 2:00 and Friday and Saturday 3:00 A. N. These hours combined with the boistrou_, combative crowds and the intolerably loud sound systems in their cars are not compatible with the life style of any residential area that is made up of working people, school children, odder students, retirees, etc. The Fort ::ol.'_ins Police are helpful when tley can be, but are often unable to respond prom,tl,! or in sufficient numbers to deal with these crowds. The police have stater that w -2- many of the unruly are from Cheyenne, which raises the question "What can they do or obtain in Fort Collins, that they can not do or obtain in Cheyenne^? Thirty-two restaurants in .the city of Fort Collins, have been surveyed. Cf the fast=food or drive. -in restarants that offer loby servicej, fourteen close at 11:00 P.:,,'. or earlier; seven close at midnight; two close at 1:00 A. P,:. on Saturday night (both are.in shopping centers);two have drive through only aater midnight; and four have delivery only until 2:00 A.M. There are four standard restaurants with 24-hour dining service. Taco Bell hours as previously stated are not included in the above data. If Taco Bell is to be compatible with and to enhance our neighborhood, •ie feel . that closing hours should not be later than 11:00 P. V. Sunday through ilTours-a., and not later than 1:00 A. 1.1. Friday and Saturday. e also feel that Taco Bell should be required to employ private security officers to be on duty fros, J4.:C0_ P. M. until closing to control the crowds in the parking area. The possibility of drive -through service only after the above requested cics;-nr hours has received some positive comment if some manner of clos'nq the nar%ing area can be devised to prevent crowds acid gangs of young peopl2raatherin? t}Zere. we believe that these are significant points to be considered in this ?roposal.
