RE: Mars Landing -Variance Request to LCUASS Chapter 8.2
Dear Spencer,
Please find this letter as our formal request for an administrative variance to the requirements set forth
in Chapter 8.2 of the Larimer County Urban Area Street Standards (LCUASS) as they relate to lane
alignment through intersections. The project, Mars Landing, is located at the southwest corner of the
intersections of Mars Drive and Skyway Drive in the City of Fort Collins. The project proposes to
restripe the eastbound approach of Skyway Drive at South College Avenue (US Hwy 287) to allow for
a right -turn only lane onto College Avenue. Section 8.2.2 of LCUASS allows a maximum 2-foot shift
across an intersection.
The existing striping configuration at the eastbound approach of Skyway Drive includes a 6-foot wide
bike lane to the south and a 11-foot through lane. The 11-foot through lane also accommodates both
right and left turns. As part of the proposed Mars Landing project, it has been requested of the owner
to install a right -turn lane to alleviate congestion on Skyway Drive. The proposed restriping plan, as
directed by City Staff, includes a 10.5-foot right -turn lane, a 5' bike lane, and a 10.5-foot lane that
allows through and left -turn movements. The proposed configuration results in a shift of the eastbounc
centerline of approximately 4.5-feet north. The proposed centerline, therefore, would not align with the
existing centerline of the westbound approach from Skyway Drive on the opposite side of the
intersection. This offset of 4.5' would exceed the allowable 2-foot shift across the intersection.
It is understood that the re -striping of the eastbound Skyway Drive would alleviate congestion at the
intersection and is desirable by residents of the neighborhoods to the west and north of the Mars
Landing project site.
