Project Description: Attachment of antennas to existing rooftop with a concealed design
Project Title: 3405 S Timberline Rd Wireless Communication Facility
Project Location: 3405 S Timberline Road, Fort Collins, CO
Overall Size: 256’ square feet of ground space on the exterior of the building
Existing Zoning: Employment (“E-Zone District”)
Landlord: 2001 Danfield LLC
Tenant: New Cingular Wireless, PCS LLC by AT&T Mobility
b) Design Narrative
1. General Background
AT&T currently operates a wireless facility attached to the Platte River Power Authority’s 140 foot tower
(“PRPA” and “PRPA Facility” respectively) located at 2000 E. Horsetooth Road, Fort Collins. AT&T’s antennas are
currently operating from a height of 97 feet. AT&T has been on the PRPA Facility for over 20 years, and this
location is a critical component of AT&T’s network in Fort Collins. In 2018 PRPA notified AT&T that they are
redeveloping the property and will require AT&T to vacate the site by March 2020.
When this site is decommissioned the area will lose wireless service. This service gap will impact 7 schools
and 9 different neighborhoods and customers will drop calls, have slow data speed and a lower probability of
successfully completing emergency calls. To avoid this significant service loss, AT&T must install a site to match the
existing coverage provided by the PRPA Site.
Since November 2018, AT&T has diligently been investigating sites that would provide the same level of
network coverage that it currently has with the PRPA Facility. Initially, AT&T’s RF Engineers identified the search
area and the facility height needed to provide maintain service levels. Numerous sites were evaluated, and it was
determined that the 2001 Danfield LLC building located at 3405 S Timberline Road will provide some coverage to
the area when the existing site is decommissioned.
2. Purpose of Request and Description of Proposal
This is a request for the installation of a new wireless facility to be located on the rooftop of the building
located at 3405 S. Timberline Road. The zone district is Employment and telecommunication is a permitted use.
This is a relocation project where AT&T must remove their equipment from the existing PRPA Tower adjacent to
the proposed site.
Now more than ever, connectivity and rigorous wireless services are necessary for our community so that
people can stay connected, transact business, and contact help in the event of an emergency.

3. Design Considerations
The proposed location is within the employment district where rooftop antennas are a permitted use. The
immediate surrounding area consists of office buildings and the PRPA campus.
With assistance from the property owner’s architectural team, a design has been created that is
consistent with the architectural style of the existing building and surrounding area. (See Exhibit 2, Architectural
Rendering). The proposed design consists of four enclosures which will fully conceal AT&T’s equipment on the
roof. The materials used for the enclosures will be custom and designed to match the existing structure.
While the antennas will be set close to the edges of the roof, the proposed design will enhance the overall
building design. As proposed, the antennas will not exceed 15-feet above the highest point of the existing
structure. (See Exhibit 1, SITE PLAN). The highest point of the existing building parapet is 30-feet 6-inches. The
highest antenna enclosure stands at 45-feet 6-inches. Additionally, AT&T will utilize existing concrete pads in the
rear of the building for their equipment cabinet and generator. This area behind the building has existing fencing
and already currently houses the mechanical equipment for the building.

4. Conclusion
The proposed telecommunication facility at 3405 S Timberline Road will maintain critical coverage for the
area when the other site is removed.
