The requested zoning is T, Transition District. This is the annexation of an enclave area. RECOMMENDATION: Staff recommends approval of the annexation and zoning request. EXECUTIVE SUMMARY: This is a request to annex and zone approximately 1.07 acres located on the east side of Timberline Road, between Drake and Horsetooth Roads. The requested zoning is T, Transition District. This is the annexation of an enclave area. The property is presently used for agricultural research. There are several large warehouse structures on the property. There are no immediate redevelopment plans for this property. Existing commercial signs located on the property will have to conform to the City's Sign Code at the conclusion of a five year amortization period. DEVELOPMENT SERVICES 300 LaPorte Ave. P.O. According to policies and agreements between the City of Fort Collins and Larimer County contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA, the City will agree to consider for annexation, property in the UGA when the property is eligible for annexation according to State law. The area to be annexed is a county enclave. The following annexations to the City of Fort Collins created the enclave: N: Blue Spruce Farms Annexation, October 6, 1987 E: Blue Spruce Farms Annexation, October 6, 1987 S: Blue Spruce Farms Annexation, October 6, 1987 W: Greenwalt 10th Annexation, June 21, 1977. The property is owned by the United States Department of Agriculture and is currently used for agricultural research purposes. There are several large warehouse structures on the property. There are no redevelopment plans for the property at this time. The annexation includes no public rights -of -way. The property has been eligible for involuntary annexation into the City since October 6, 1990. On February 8, 1991, staff sent a letter to the property owners informing them of the pending annexation, potential zoning district designation, and meeting date of review by the Planning and Zoning Board. Existing commercial signs located on the property will have to conform to the City's Sign Code at the conclusion of a five year amortization period. Zoning: eux; The property is currently zoned .a4zm4 rg-, in the County. The requested zoning for this annexation is t e T, Transition, Zoning District. The T- Transition District designation is for properties which are in a transitional stage with regard to ultimate development. The property surrounding this proposed annexation, to the north, south, and east, is also in the T Zone. Property is placed in the transitional zone as a holding zone until future uses of the property are more defined. No use is permitted in the T District, except for uses such as existed on the date the property was placed in this zoning district. Prior to any new development on properties in the T District, the property must be removed from the T Zone and placed in another zoning district. Findings: The annexation of this property is consistent with the policies and agreements between Larimer County and the City of Fort Collins as contained in the INTERGOVERNMENTAL AGREEMENT FOR THE FORT COLLINS URBAN GROWTH AREA. USDA Annexation and Zoning February 25, 1991 P & Z Meeting Page 3 2. The area meets all criteria included in State law to qualify for annexation by the City of Fort Collins. 3. On February 19, 1991, the City Council passed a resolution setting forth the intent to annex this property. Ordinances annexing and zoning the property will be considered by the City Council in April of 1991. 4. The requested zoning of T, Transition, is in conformance with the policies of the City's Comprehensive Plan. RECOMMENDATION: Staff recommends approval of the annexation and requested zoning. "alman
