Box 580 Fort Collins, CO 80522 Dear Mr. Olt: Larimer Co., S.H. 287 Mourning - 1st Bank N.W. Corner S.H. 287 and Foothills Drive, Fort Collins We have reviewed the Mourning. Subdivision plans for the 1st Bank and we have the following comments: Access to the development from the frontage road, as proposed, will require that an Access Permit be issued.by the City of Fort Collins as the issuing authority. That permit must be in reasonable conformance to the State Highway Access Code. It is suggested that the direct access to Foothills Drive that is proposed on the eastern side of the development be located as far as possible from the frontage road to prevent any queuing that would impede -the operation of the intersection of the frontage goad and Foothills Drive. It is also noted that the parking space,immediately north of the access to Foothills Drive could possibly impede traffic entering that access and cause a queuing into the street. It appears that the drainage from the development will enter the state highway drainage system. That system is for the protection of the state highway right of way and is not intended to accommodate drainage from abutting properties beyond that which has historically been accepted. Therefore, we ask that on 'site detention of surface run-off be provided so that the historical run-off rate will not be exceeded due to this development. The plan indicates that a new utility line or connection is proposed within the state highway right of way. Prior to any such utility work, Mr. Lloyd Johnson of this office should be contacted at 350-2164 regarding the need for a Utility Permit. Thank you for the opportunity to review this proposal.
