HomeMy WebLinkAboutKNICKERS FINAL PUD - 10 91A - CORRESPONDENCE - STAFF'S PROJECT COMMENTSV Developn.<nt Services Planning Department City of Fort Collins May 24, 1991 Jim Stephens Knickers Inc. 2190 West Drake, #405 Fort Collins, CO. 80526 Dear Jim, City staff has reviewed your submittal for KNICKERS (Louden Creek Golf Course), Final PUD, and offers the following comments: 1. Water and sanitary sewer services are provided by the Fort Collins - Loveland Water District and South Fort Collins Sanitation District. 2. General Note 5 should read "The existing sign will be modified to meet City sign code". 3. The sizes for each of Tracts A & B on the Plat and Phases I & II on the Site Plan should be shown on those respective sheets. 4. The Phasing Plan is unclear as to the timing and function of each phase and how they will interface. What is the intent for parking on this site initially, when the golf course, driving range, and miniature golf are operating and the parking lot as shown in Phase II is not complete? What happens if Phase II is never completed? The statement that "parking lot and access improvements" would be completed with Phase.II indicate that substandard access and parking would be utilized for an indefinite period of time for Phase I. This is not an acceptable solution. Anticipated "Begin" and "Completion" dates should be indicated on the Site Plan. 5. Detailed information on the miniature putting courses must be submitted for review. This could be in the form of cut sheets, character sketches and layout plans, photos, etc.. Are both outdoor courses planned to be similar? Stormwater Utility wants to see how these courses will impact the site related to the impervious areas. 6. The Colorado Highway 287 ROW dedication only needs to be 16' from the west flowline of the highway. It is presently shown to be 20' on the site Plan. 281 North College Avenue • P.O. Cross -sections of the future sidewalk area must be submitted to show how the grading will be done with this project, so the sidewalk can be built at some point in time in the future. 8. A driveway detail will be required with the State Highway Access Permit request. The driveway detail is not well shown on the drawings that have been submitted to date. 9. All exterior walls of all buildings must be within 150' of an access driveway. Turning radius in the parking lots must be 20' inside and 40' outside. The access drives from Colorado Highway 287 and connecting parking lot must be a minimum of 20' wide and signed "No Parking - Fire Lane" on both sides. 10. Any new buildings constructed on this site must conform to limitations of the existing water supply. 11. Any use of flammable liquids and storage tanks would have to conform to Fire Code. If above ground tanks are requested they must be shown on the Site Plan and conform to Fire Code. 12. Will the Driving (Target) Range be fenced from adjacent properties? The distance on the Driving Range varies from 167 to 233 yards in length. What is to prevent golf balls from being hit into the adjacent land? Also, the name should be changed on all drawings to "Driving Range". 13. City Parks Division will not maintain any landscaping associated with this project in the Public ROW. Note 10 on the Site Plan should be revised to indicate this. 14. Note 2 on the Landscape Plan, referencing existing interior improvements to be removed, should be included on the Site Plan. 15. The North Louden Ditch Company will have to approve and sign the Utility and Drainage Plans. 16. Construction erosion control plans need to be submitted. 17. Easements for all stormwater facilities are necessary and must be shown on the Plat, Site Plan, Utility and Drainage Plans. 18. Show proposed parking on the Landscape Plan and landscaping on the Parking Area Plan. The parking spaces in all areas must either be 19' in length or be 17' in length with stop blocks and a minimum of 2' overhang in front of the tires. The Landscape Plan should show, in detail, the proposed plant materials and screening for the parking lot. 19. Specific concerns related to the Landscape Plan: a) The Material Plant List has not been revised to correctly identify the plants in some cases and the I Botanical Names of other plants are missing. b) The parking area should be shown on the enlarged plan with a landscaping proposal. c) More information about the buffering and screening proposed at the perimeter along the Driving Range, at the northeast corner along the highway and the Carolyn's Cuisine site, the southeast corner from the highway back to the ditch is needed. d) Provide additional information on the grading necessary to enlarge the wetland area and indicate the proposed shrub and tree plantings near the wetland area. 20. Architectural sketches of the proposed improvements to the existing buildings should be provided for review. 21. The Final Site Plan does not indicate which facilities will have outdoor lighting and what affects they might have on adjacent properties. 22. The proposed or approved land uses (master plans, etc.) for the adjacent properties should be indicated on the Site Plan, including the approved access location to the Provincetown PUD to the east. This information is available from the Planning Department files. 23. Please coordinate the installation of the electric system (including the conversion of existing electric to underground) with City Light and Power. Light and Power development charges will apply but can be phased to match phasing of the development. 23. Existing U.S. West interoffice fiber cables and conduit structure along the west side of Colorado Highway 287 is not shown on the utility drawings. Any U.S. West facility affected_ by this development will be relocated at the developers expense. 24. The proposed enlarged wetland/pond cannot adversely affect the utility easements along the Colorado Highway 287 ROW. 25. A.striping plan on Colorado Highway 287 for the acceleration / deceleration lanes must be shown. Please contact Eric Bracke with the Transportation Department at 221-6608 with any questions. 25. Generally, the plans that have been submitted for Final review do not show any information that was not covered with the Preliminary. There are a number of issues that have to be addressed and resolved prior to Final approval and the information provided is not adequate to accomplish that. This concludes staff comments at this time. In order to stay on schedule for the June 24, 1991 Planning and Zoning Board hearing, please note the following deadlines: Plan revisions, responding to these comments, are due June S. 1991 by 12:00 noon PMTIs, colored renderings, and ten copies of all plan revisions are due June 17, 1991 Final documents are due June 201 1991 by 12:00 noon I suggest we meet at your earliest convenience to discuss these comments.
