Have they provided a letter of intent being ok with the concept prior to hearing? It sounds like the intent is to more formalize this after approval and not have the site plan show the designs as for construction with approvals by the FCLWD/SFCSD. Under this premise, Engineering would require drawings during the building permit stage that show the design and would have City Engineering and FCLWD/SFCSD approvals. 08/18/2020: INFORMATION ONLY: Page 2 of 6 The applicant indicated that FCLWD/SFCSD provided a will serve letter. If the intent is to move forward with the plat approval without any utility design as part of this process, the applicant is recognizing that design information on where and how utility services from FCLWD/SFCSD will need to be reviewed and approved by the City in the future and permitting for street cuts would be required. 05/25/2020: FOR HEARING: There does not appear to be any information showing existing and/or proposed utilities. CAB Response: Trilby has provided written clearance, and that clearance has been provided to Planning. Clearance from Pleasant Valley & Lake Canal Company is forthcoming. Department: PFA Contact: Jim Lynxwiler, 970-416-2869, Lynxwiler@poudre-fire.org Topic: General Comment Number: 1 Comment Originated: 05/25/2020 08/19/2020: Repeat of earlier comment 05/25/2020: FOR HEARING: DEAD-END FIRE LANES The proposed Emergency Access Easement (EAE) creates a dead-end fire lane of approximately 240 feet in length with no turnaround. As currently shown, this configuration would not be acceptable. Dead-end fire access roads in excess of 150 feet in length shall be provided with an approved area for turning around fire apparatus. As access to both properties will be served by this EAE dedication, the recommended solution is to create a hammerhead style turnaround that overlaps with the drive connection proposed on Lot 1. Feel free to contact me to discuss. CAB Response: The intent is to utilize the turnaround on the new property as the EAE. That portion of the driveway has been added to the EAE, and from our understanding, the dimensions and turning radii meet the requirements. Comment Number: 2 Comment Originated: 05/25/2020 08/19/2020: Repeat of earlier comment 05/25/2020: FOR HEARING: FIRE LANE SPECIFICATIONS Plan approval requires that additional information be provided so as to ensure the fire lane is being constructed to minimum specifications (provided previously). Comment Number: 3 Comment Originated: 05/25/2020 08/19/2020: Repeat of earlier comment Page 3 of 6 05/25/2020: FOR HEARING: REQUIRED WATER SUPPLY Current code requires a fire hydrant, capable of providing 1000 gpm at 20 psi residual pressure to be located within 400 feet of any residence. For the purposed of this section, this distance is measured along an approved path of vehicle travel. The closest available hydrant is located on Scenic Drive to the east, at a distance of approximately 635 feet from the proposed residence and approximately 725 feet from the existing residence at 1000 Scenic Drive. > In order to satisfy current fire code requirements, the installation of a fire hydrant is required. Location TBD. The alternative to installing a hydrant is to install a residential fire sprinkler system in the new home as an offset to the hydrant requirement. > The existing residence at 1000 Scenic Drive is non -compliant with regard to water supply requirements: however, this condition will be considered pre-existing and will not be subject to the hydrant requirement unless further development is proposed on Lot 1. The installation of a hydrant (as noted above) would be recommended (but not required) so as to serve both newly created Lots by this subdivision. > Either a new fire hydrant shall be noted on the updated plans or the plans shall note that construction of a residence on Lot 1 will have a fire sprinkler requirement attached to the building permit. CAB Response: As previously discussed, a new fire hydrant will be proposed with building permit review to ensure adequate water supply for both residences. This requirement shall apply to both properties (existing and proposed). As access to both lots shall be shared by the same driveway, the addresses shall also be posted at the driveway connection at Scenic Drive.
