For your information, attached is a copy of the Staff's comments concerning
the Knickers, Inc. Golf/Recreation Center which was presented before the
Conceptual Review Team on December 3, 1990.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: December 3, 1990
ITEM: Knickers, Inc. Golf/Recreation Center

LAND USE DATA:
Request for two 18 hole miniature golf courses and one 9 hole executive chip &
putt golf course. A driving range would be included and be the only night -lighted
part of the site. The area proposed would be 35-50 acres.
COMMENTS:
1. This property is in the rp - planned residential zone (with a PUD
condition). Any request would have to go through the PUD review process.
2. There will not be any concerns from the City Building Department unless
the proposed uses in any existing building exceeds 5,000 square feet.
3. Water and sewer to this property is served by Fort Collins -Loveland Water
district and South Fort Collins Sanitation District. Please contact the
districts with any questions.
4. Single-phase electric power is available to this property at the present
time. Three-phase power is along South College Avenue and can be tapped
into if necessary. This property owner would be responsible for payment of
any electrical upgrades to the site.
5. There are some wetlands/sensitive areas on this property. It appears that
you have considered them and planned your-- development _to_avoi.d_them_as
much as possible. A representative from the City Natural Resources
Department would like to walk this site with you. Please contact them at
221-6600 to schedule a time convenient for you.
6. This property is upstream from Robert Benson Reservoir and is located in
the Fossil Creek Drainage Basin. It appears that approximately two acres
associated with improvements will be impervious areas. A drainage report
and drainage/grading plan is required as part of the formal submittal to
the City.

7. There will be drainage basin fees of $2,274/acre assessed to this site
only if the use is considered to be contributing to the basin.
8. The only access to this site will be from South College Avenue. The
placement of this access will be critical. A transportation master plan
for this area has not been done: A 35-50 acre tract of land is a
significant amount of land and could conceivably create considerable
traffic impacts. It will be necessary to provide a larger overview of the
area from the transportation/traffic impact standpoint relevant to the
proposed uses.
9. South College Avenue is a state highway and any request must deal with the
state access code. A state access permit will be required, however, this
is applied for through the City.
10. Street Right -of -Way dedication will be required along the South College
Avenue frontage. The dedication will have to be 60' wide from the
centerline of the highway.
11. Street oversizing fees of $3,342/acre will be assessed for the entire
project. The fee would be based on traffic generation for this use. Please
contact Matt Baker with city Engineering (221-6750) to discuss possible
alternatives.
12. A 7' wide sidewalk would be required along the frontage at South College
Avenue. The owner of the property would be responsible for the cost of 4'
of the overall width.
13. Landscaping/buffering requirements will be determined at the time of
formal review. There will be significant requirements along street
frontages and around the periphery of the property.
14. The lights intended for use on the driving range must be designed so as
not to allow spillage onto South College Avenue and adjacent properties.
15. All signage must comply with the City Sign Code.
