Shear Shear Engineering Corporation 4836 South College Avenue, Suite 12 Fort Collins, CO. 80525 Dear Brian, The staff has reviewed your submittal for the Second Replat of MOURNING SUBDIVISION (Chili'S Grill & Bar), and has the following comments to offer: 1. City Light & Power has indicated that the developer needs to coordinate electric facilities installation with them at a very early stage in the development process. Please contact Doug Martine at 2212-6700 to coordinate this effort. 2. U.S. West has stated that the "Building & Parking Lot Plan" shows a conflict with at least two telephone pedestals. U.S. West would relocate its facilities at the developer's expense; however, due to the costs involved, they are recommending that the plan be revised. 3. If the building exceeds 5,000 square feet in size, it must be provided with an approved fire sprinkler system. The parking lot must be an access easement to serve properties to the north on the Frontage Road. This comment will be relate to_a later comment concerning access. 4. City Water -Wastewater comments are on the red -lined set of construction plans that should have been forwarded to you. 5. A copy of the comments from City Engineering have been attached for your information. 6. The drainage report is incomplete. Please see a copy of Stormwater Utility's comments that is attached. 7. The plat needs to show an access easement for public and emergency access on this property where the new drive aisle is being constructed (see comment 3). Engineering and Transportation have indicated that, with regard to the drive aisle, no parking can occur along it; also, extend the 281 North College Avenue • P.O. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-675U landscape island to visually / physically "block" the entrance to Chili's parking lot (see red -lined Utility Plans). 8. There are. significant potential impacts to both the Dellenbach Chevrolet site and the Steele's Market site that should be addressed. What communication has been made with these two businesses? It, is important to involve them as soon as possible. 9. It was my understanding that the Planning Department would have the opportunity to review a Site & Landscape Plan for the new Chili's Grill & Bar. This plan was not submitted to us or Zoning with the submittal on December 2nd. Prints of the "Building & Parking Lot Plan" were included in the sets of Utility Plans that went to the other departments and reviewing agencies. These plans have limited information on them, however, relative to the site & landscape. 10. The Colorado Division of Highways has indicated that the right-of-way dedication as noted on the plat should provide the additional width necessary for future needs. Please direct questions about this to Kerrie Ashbeck at 221-6750. 11. Parks & Recreation has the following comments: a. Show location of the existing City owned underground sprinkler system (if any) in the existing landscape strip. Contact Parks Maintenance at 221-6660 for line locates. b. Relocate irrigation heads and lines as necessary for the Chili's Grill & Bar project. Adjacent property owners shall assume maintenance of all landscaping after completion of the project. C. Note sprinkler system changes on the Utility Plans. d. Submit a Landscape Plan. - ---------- This concludes staff's comments at this time. In order to stay on schedule for the January 27, 1992 Planning and Zoning Board Hearing you should be aware of the following deadlines: Plan revisions are due January 8, 1992 by 12:00 noon. Please contact me for the necessary number of each document to submit. PMT's, renderings, and final revisions are due January 21, 1992. Final dicuments, including all signed mylars, are due January 23, 1992 by 12:00 noon. Please call me at your earliest convenience to discuss these comments and meet, if necessary.
