Collins, Colorado Dear Steve, We have submitted revised Chili's Utility Plans to Kerrie Ashbeck for distribution and review. The revised Utility Plans have been revised based on input from several sources and decisions made at several meetings. I have personally met with Dellenbach Chevrolet representatives on two (2) occasions for their input on the project. My first occasion was on Monday, January 7, 1992 to present the project to Dellenbach in concept. Present at this meeting were: Frank Vaught; Vaught -Frye Architects Rick Ensdorf; City of Fort Collins Traffic Department Brian Shear; Shear Engineering Corporation Dick Dellenbach; Dellenbach Chevrolet Mike,Dellenbach, Dellenbach Chevrolet Steve Dellenbach; Dellenbach Chevrolet Carole Arceneaux; Dellenbach Chevrolet Buddy Forehand with Brinker International was unable to attend because of weather conditions that day. However, this meeting followed a previous meeting which Buddy Forehand (representing Chili's) had with Dellenbach Chevrolet earlier. Dellenbach representatives had expressed concerns at the earlier meeting with Mr. Forehand which were addressed for this January 7 meeting. Of particular concern to Dellenbach representatives, was the original proposal to delete. the Frontage Road _access in its entirety. Subsequent discussions with Rick Ensdorf and Frank Vaught resulted in the concept of maintaining a one way access (northbound) through the Chili's site to Dellenbach Chevrolet. This concept was acceptable to Rick Ensdorf and Dellenbach Chevrolet. This one way access is represented in our Utility Plans. In our January 7 meeting, Dellenbach representatives indicated further .concerns, suggestions and requirements relative to the modified Chili's proposal. Issues which were discussed included the following: * Overall circulation * One way northbound access in location of existing Frontage Road * Southbound Right Turn lane,from.College Avenue Based on our discussions and decisions made in the January 7 meeting, we have revised the Chili's Utility Plans to reflect the input of everyone involved. 4836 S. College, Suite 12 Fort Collins, CO 80525 (303)226-5334 PAGE 2 January 31, 1992 Project No: 1270-01-91 Re: Chili's Grill and Bar; Lot 2, Second Replat of Mourning Subdivision I again met with the Dellenbach's on Wednesday, January 29, 1992 to present our revised Utility Plans and to further discuss the common east -west access drive and right turn lane from College. Dick and Mike Dellenbach accompanied me in the field to visualize the design presented. Decisions at this meeting require us to make one additional modification to our plans. This would include moving the drive approach to Dellenbach's Chevrolet site off of the east -west access drive west, to align with their existing north -south travelway in front of (the east side) their building. This revision was not made prior to resubmittal of the plans to the City. Also discussed at this meeting was Dellenbach's preference to locate the proposed right turn lane on College Avenue for a direct right turn onto the east -west access drive. This location, though ideal in most respects, presents a concern in my mind. The grade difference between the College Avenue existing curb flowline and the inlet low point of the Chili's site (currently the low point of the existing Frontage Road) is approximately three feet (3'). I indicated to Dick and Mike Dellenbach that we would further detail this area in cross section to see if the grade difference would be workable. On January 23, I received a copy of a letter from Vaught -Frye Architects to Buddy Forehand dated January 17, 1992 indicating the revised project schedule and City Staff requirements for project approval. I would discuss each item individually at this time for update purposes only: 1. Utility Plans approved: We have submitted detailed revised Utility Plans for routing and further review. City and utility comments from our initial submittal have been addressed. 2. Development agreement for improvements between Brinker International and City agreed to in concept: * No Response 3. Site/Landscape Plan approved by City Zoning Administrator: * I have submitted a print of the Landscape Plan for the Chili's site to you. If you have'nt seen it yet, ask Kerrie Ashbeck. We submitted it when Utility Plans were submitted. The Landscape Plan was prepared by Jim Sell Design. Should you require further prints of the Landscape Plan, please request these from Jim Sell. 4. Planning and Zoning endorsement of the Plat: * We had submitted 15 prints of the revised plat to you on January 8, 1992. There are currently only two (2) revisions to the plat since we submitted it to you on the 8th; * We have provided a 10'x10' utility easement in the vicinity of the proposed water service. This was requested by the Water and Sewer Department. * We have represented a wider access easement on the Dellenbach property. We did show 17' on the plat. We currently show 25'. * The latest revision to the plat is included in the Utility Plans as submitted on January 30. Dellenbach's approval and easement agreement: I have asked the Dellenbach's to write you a letter indicating their position to date on our Utility Plans and Plat as presented. They understand that an easement would be required on their site with the east -west access drive centered on the property line since and half of the access drive located on their property. We have expended a tremendous amount of time, energy and cost to appropriately address all of the issues and feel that there should not be a reason why the plat can't go before the Planning Board on February 24, 1992. If there is anything you still need at this time, let me or Frank Vaught know. There are still issues to resolve. I understand that. But not related to plat endorsement by the Planning and Zoning Board. If you have any questions or require additional information, please call me.
