Corner S.H. 287 and Foothills Parkway February 10, 1992 Mr. Mike Herzig, Engineer Planning Department City of Fort Collins P.O. Box 580 Fort Collins, CO 80522 Dear Mr. Herzig: We have reviewed the latest Chili's Restaurant proposal, and we.have the following comments: The proposed development will require that an Access Permit be issued by the City of Fort Collins as issuing authority. That permit must be in reasonable conformance with the State Highway Access Code. The frontage road on the west side of College Avenue that fronts the property proposed for development is a Category 5 roadway. According to the State Highway Access.Code, one direct access will be provided to each individual parcel or contiguous parcels under the same ownership. Additional access may—be--permitted•only-when there will not be any significant safety or operational problems or when the spacing meets the access spacing requirements of the code, subsection 4.9.2. The length of the frontage of this property does not provide for the spacing criteria required by the code to permit more than one access. The plan presented indicates two accesses to the frontage road along with seven parking spaces that may be interpreted as a third access. It is suggested that the southerly access be eliminated as well as the parking spaces that would cause,vehicles using these spaces to enter the roadway in a backing motion. The code is specific regarding the subject of off street parking in subsection 4.10.6. It is felt that the southerly access is unnecessary and may not be in a.location to provide for safe ingress and egress due to the proximity of Foothills Parkway. Our comments on state highway access are for this property only. If the property in adjacent property along the highway, since it may affect our comments. based on the information presented ,owner has nay interests or ownership this information should be provided Ir. Mike Herzig, Engineer A ty'of Ft. Collins 'ebruary 10, 1992 'age 2 The Drainage plan for this development indicates that surface run-off flows toward the highway drainage system. That system is for the protection of the state highway right of way and is not intended to accommodate drainage from abutting properties beyond that which has historically been accepted. Therefore, we ask that on site detention of surface run-off be provided so that the historical run-off rate will not be exceeded due to this development. The Utility plan indicates that a new utility line or connection may be proposed within the state highway right of way. Prior to any such utility work, Mr. Henry Rangel of this office should be contacted.at 350-2111 regarding the need for a Utility Permit. Thank you for the opportunity to review this proposal.
