Tufts Avenue Parkway, Suite 400 Denver, CO. 80237-2881 RE: Estimated Development Fees -Fort Collins Aspen Station Dear Mr. Roitenberg: At your request, I have pulled together the applicable development fees that pertain to the proposed Postal Facility. These fees are estimates based on the preliminary information provided by the 30% submittal. Upon submittal of final utility plans, these fees could be further refined. There are four City departments that will be assessing fees. These are Water and Wastewater, Stormwater .Utility, Light and Power, and Engineering. Background materials explaining the fees are also enclosed. These fees are summarized as follows: Water and Wastewater: The Water and Wastewater Department assesses three fees. These are the water plant investment —Lee, water rights acquisition fee, and the sewer plant investment fee. Fees are based on the size of the water tap. Since it is premature to determine the size of the -water —tap, -the entire fee schedule is listed. Box 580 • Fort Collins, CO 80522-0580 • (303) 221-6750 I Water Rights Acauisition Charge To satisfy raw water requirements with cash -in -lieu payments, the rate per acre-foot of R.W.R. is $1,500. The surcharge for water used in excess of applicable annual allotment shall be $0.71 per 1,000 gallons. The raw water requirement and annual water allotment without surcharge, based on the minimum R.W.R. shall be as follows: Meter Size R.W.R. Storm Drainage Fee The Storm Drainage Fee is collected to maintain, operate, and administer the existing City drainage system (paid for by City property owners through monthly user fees). The Stormwater Utility has based its fees on the impact of the development on the McClelland/Mail Creek drainage basin. The fees were calculated from the preliminary site plan of the 30% submittal. That plan indicates detention areas, but whether or not these detention areas will have sufficient volume to affect the fee is unknown at this preliminary stage. The Stormwater Basin Fee is $23, 580.67 This fee is based on 418,176 square feet (9.6 acres) of impervious area assuming there is insufficient on -site detention to gain any credit against the fee. If credit is obtained, the fee could be reduced by as much as 75% to $5,895.17. For further information on the Stormwater Utility Fee, please contact Dottie Nazarenus, 221- 6589. Light and Power Electrical Fees Estimated charges for the installation of the electric utility system are based on electric line extension costs. Charges to provide primary electric power to the lot corner of a new commercial/industrial development are called Development Charges. Charges to provide primary electric power from the lot corner to the transformer for a commercial/industrial building are called Building Site Charges. Development Charge $45,341 Building Site Charge t12,488 Total $57,829 If the existing 10' x 10' concrete vault, located near the proposed access on Boardwalk Drive, has to be moved, this will trigger the System Modification Charge. This charge is estimated to be $50,000, based on materials only. The charge could be higher depending on labor charges. Engineering Street Oversizing Fee Collections of the Street Oversizing Fee go into the street oversizing fund which is utilized for increasing the width of streets and sidewalks to arterial or collector status and for the extra base required for the construction of arterial streets. The new Postal -Facility is designated a Category "C" fee rate of $7,003 per acre. However, there is a credit of $3,500 per acre due to this property for street oversizing because of an agreement between the property owner and the City in conjunction with the Heart Special Improvement District (#84). Therefore, the Street Oversizing Fee charged to the new Postal Facility on this site is $3,503 per acre. Assuming 9.6 acres, this fee would total $33,628.80. Please consider that all fees have been calculated as estimates based on the preliminary site plan referred to as the 30% submittal. Upon submittal of final utility plans, these fees will be re -calculated based on new, detailed information. Typically, fees are collected at the time of building permit issuance. Since the Postal Service will not need to obtain a building permit, it is anticipated that fees will be collected at the time the final utility plans are approved by the City.
