I appreciate you taking the time to meet with representatives of the U.S.
Postal Service and me on January 28, 1991 to discuss the points of access
to our proposed facility. As you know, we have worked closely and
diligently to address the concerns of your staff.
We have considered, studied and discussed with your staff using J.F.K.
Parkway as the egress and egress for the customer parking area. We
believe that this solution provides safety issues for our customers and
employees that we believe are not in their best interest. This solution
also does not provide site conveniences to our customers that we
considered when selecting a prime corner site. We agree to having an
Ubtergovernmental Agreement with the City of Fort Collins. The agreement
would define a future traffic study (sometime after J.F.K. Parkway is
extended from Horsetooth Road to Harmony Road) for the streets of J.F.K.
Parkway, Boardwalk Drive and Landings Drive as discussed in our meeting.
We agreed that the U.S. Postal Service would review the traffic study
upon its completion and consider the recommendations made in the study.
This office would be glad to meet with the homeowners association in the
area if the City of Fort Collins finds it necessary and will notify and
set up a meeting.
I can assure you that the design will include a very nice landscaping
plan which will lend itself to the surrounding neighborhood. We are
using the City of Fort Collins' Standards as a guideline for our design.

I believe we have shown our commitment to listening to the concerns of
the City of Fort Collins and working together on those concerns. we
intend to continue this good neighbor relationship throughout the design
and construction of this facility.
