1.1 The purpose of this meeting was to discuss the City of
Fort Collins concerns pertaining to the customer exit
onto JFK. To take this information into advisement and
modify the customer exit as necessary to achieve City of
Fort Collins access approval.
2.0 Discussion:
2.1 The City's concern is to provide a controlled exit from
the customer parking lot prior to entering JFK Parkway.
A "typical" stop sign and cross bar configuration is
desired.
2.2 The width of the driveway was set for fire department
access. The City's standard is 12' per lane. The City
is concerned that customers might force a 2 lane exit.
A 2 lane right turn is not desirable or anticipated by
Merrick & Company. Merrick & Company will need to check
with Poudre Fire Authority for their requirements on this
revision.

2.3 A median island is proposed by the City to channel
traffic for specific left and right turn lanes. With the
new island, the drop box lane exit will need to be moved
east allowing drop box traffic the ability to maneuver
past the island.
2.4 JFK is currently a 70' flowline to flowline street. It
consists of 2-6' bike lanes, 2-12' drive lanes, 2-11'
drive lanes and 1-12' left turn or median lane. It is
classified as an Arterial Street. The City claims that
this street is identical in function to Mason Street
located one block west of College Avenue. Mason is
presently a collector street with 2 bike lanes and 2
travel lanes. The Postal Service and Merrick & Company
do not understand how a collector street can have the
same safe movements that an Arterial Street can have.
2.5 The Postal Service is concerned about cars using the
median lane to enter the customer exit. Also that
customers exiting left will need to cross one bike lane,
two traffic lanes and a median turn lane. This is a
safety concern of the Postal Service. The City indicated
that they require this turning motion all over town. The
City does not perceive this situation to be a problem.
The present design is not acceptable according to the
City's standards.
2.6 The City claims that the left turn motion from the
customer parking area is not a liability issue. Rick
Ensdorf claims that this is the first time he has seen
the present design.
2.7 Discussions indicated the need for signage. A "Do Not
Enter" sign will need to be placed near this exit -
perhaps in the middle of the proposed island. A "No
Right Turn" sign will need to be added south of this
access point. The City will re -stripe JFK and Boardwalk
for less confusion. Stop bars will need to be provided
east of the sidewalk. Landscape materials will need to
be limited to 30" maximum height within a sight triangle
defined in Table T-2 of the City 's Standards for Streets.
2.8 The island in the middle of the customer exit isn't a
requirement but is recommended by the City to channel the
2 distinct turning movements.
2.9 Merrick and the Postal Service will consider stopping the
customer parking traffic prior to the drop box lane
rather than stopping the drop box lane.
2.10 The City will restripe and sign JFK for all entrances
next summer. The median turn lane will be hatched and
"No Left Turn" signs will be installed by the City.

2.11 The City will monitor the Landings/Boardwalk intersection
for any restriping or signing necessary. A 3-way stop
will be considered. A left turn lane will be installed.
2.12 The City would like the site replatted. This request
will be directed to Russ Rainey and Jim McMullen.
2.13 The development fees will need to be finalized. The City
will update the previous estimates for further
discussions. Sharad Shrestha and Joel will meet with the
City regarding the fees (specifically the Street
Oversizing Fee).
2.14 A dissatisfaction pertaining to the lack of communication
between the various City departments was conveyed. It
was pointed out that the Postal Service and Merrick &
Company has made significant efforts (within their
control) to alleviate the City's concerns about this
development.
2.15 A new building and grounds building will be added to the
plans in the near future. The total increase in
impervious area will not exceed 350 square feet.
2.16 One signed and sealed set of civil construction drawings
will be provided to the City for their inspection
department. One set of unsigned civil construction
drawings will be provided to the Engineering Department.
Once the above revisions to the plans have been made,
three new sets of signed and sealed civil construction
drawings will be transmitted to the City along with a set
of mylars with the revisions noted.
3.0 Action Items
3.1 Merrick & Company and the Postal Service will discuss
further the configuration and signing of the customer
exit.
3.2 Merrick & Company will discuss the customer exit
modification with Poudre Fire Authority.
3.3 Landscaping will need to be studied for sight triangle
requirements.
3.4 The City will provide "No Left Turn" signs and restripe
JFK for less confusion. This will be performed next
summer.
3.5 The City will restripe and resign (as appropriate)
Landings and Boardwalk for proper channelization-.

3.6 The City will monitor the Landings and Boardwalk
intersection for possible modification to priority
movements.
3.7 We would suggest the City consider restriping and or
signage at the other two intersections near this site:
1. Troutman and JFK
2. Troutman and Boardwalk.
3.8 The Postal Service will discuss the platting requirements
with the City.
3.9 The City will finalize all development fees for further
discussions.
3.10 A revised customer exit will be forwarded to the City for
comments.
3.11 Revised civil construction drawings will be provided to
the City upon completion of the building and grounds
addition the customer exit revisions and the requested
miscellaneous details.
