Paul Eckman Russ Nelson 1.0 Purpose: USPS City - Planning City - Engineering City - Traffic City - Legal Council Merrick & Co. 1.1 Discussion of Development Fees. 2.0 Discussion: 2.1 Sharad was given recommendations that the USPS pay for fees which are in the "gray area". 2.2 The Street Oversizing Fee and the Warren Lake Trunk Line Fee are the only two fees yet unresolved as to the "gray area" fees. 2.3 Sales tax are not the responsibility of the USPS. The Contractor will .need to work with the City directly on this issue. 2.4 Street Oversizing Fee is an "impact fee". (10855 EAST BETHANY DRIVE) ■ P.O. Box 22026 ■ DENVER, COLORADO 80222 ■ (303) 751-0741 ■ FAX (303) 751-2581 2.5 Every developer is required to install a local street as access to every lot. 18' for each 1/2 of street. 2.6 City pays for the street improvements such as left turns and medians. This money comes from property taxes. 2.7 The street oversizing fee is based on the unpaid portion of the street which is used by the area patrons. 2.8 Is the Street Oversizing fee a police fee or a user fee. The City claims that it is a user fee. 2.9 E. Paul Eckman will send a letter to Sharad. 2.10 Matt Baker will send Merrick & Company the traffic ranges for the different categories. 2.11 Dottie provided her numbers used in calculating the Storm Drainage Fee: 75.3% impervious 24.7% pervious= 0.76 runoff coefficient 9479 CF/Ac of detention from Glen Schlueter. 2.12 The Warren Lake Trunk Line Fee is based on the oversizing of the trunk line. This fee is a user fee that was not previously addressed as a development fee to the LISPS. 2.13 City requests that the USPS plat the property. The City will not charge the normal fees for platting the property. The City will ask that the USPS pay only the recording fee. 2.14 Handicap ramps were discussed with Mike Herzig. Mike does not have a concern about deleting the 1/2" lip from the City Standard detail. We concurred that the USPS detail can be used. (No lip will be provided.) 3.0 Action Items 3.1 W. Paul Eckman will prepare a letter to Sharad stating the City's position as it relates to the Street Oversizing Fee. 3.2 Matt Baker will send Merrick & Company the traffic count breakdown for the five categories listed in the Development Manual. 3.3 Merrick & Company will discuss the Storm Drainage Fee further with Dottie. 3.4 Merrick & Company will discuss the Street Oversizing Fee further with Matt. 4.0 Potential Changes 4.1 Merrick & Company may be authorized to provide platting documents to the City sometime in the near future.
