This letter is to respond to your letter dated November 4, 1991 to Mr.
James McMullen, Postmaster, City of Fort Collins (attached). The Postal
Service has had numerous meetings with the City, one of which was a
presentation, question and answer session pertaining to the Fort Collins,
Colorado - Aspen Station, at a neighborhood meeting on April 3, 1991.
This meeting was organized by Mr. Ted Shepard, Planner, City of Fort
Collins, held at the Harmony Presbyterian Church, at which you were in
attendance.
At the neighborhood meeting we addressed numerous issues which also
included all the issues you mentioned in your letter to Mr. James
McMullen. These issues are also .noted in Mr. Ted Shepherd's
"Neighborhood Meeting Minutes" dated April 3, 1991. But let met
reiterate them again.
o Chain Link Fence with Barbed Wire Top - The fenced -in areas which
are cyclone type fence are enhanced by cladding the fence and the
barbed wire, except for the barb itself, with black vinyl. The
zoning for this site does not prohibit the use of this type of
fence arid;- therefore, the Postal Service did not include in our
budget for the expense of any other type of fence. The cyclone
type fence is a typical fence that is used in the Postal Sevice.
The fence with barbed wire is required by the "United States Postal
Service Building and Site Security Requirements" RE-5 Handbook for
.security issues.
o Limited Landscaping - The landscaping for this project is estimated
to be at a cost of approximately $130,000.00 and we do not feel
this is a modest amount of money. The landscaping, in our opinion,
is very appropriate and a nice enhancement for the facility and the
neighborhood. At the neighborhood meeting, there was concern for
the amount of trees at the cyclone fence on the eastern side of the
facility. After hearing the concerns at the meeting, we took ten
(10) Pinyon Pines from along the western fence area and placed them
along the eastern fenced line.
