This property is located north of West Horsetooth Road and east of Windmill Drive and is zoned RP -Planned Residential. RECOMMENDATION: Approval EXECUTIVE SUMMARY: This request is for 25 single family lots on 6.55 acres in a standard subdivision. All lots in this development will access off of interior local streets, being cul-de-sacs either side of an entry street. The developer is granting a landscape and non - vehicular access easement along the back of lots 21, 22, 23 in a turf grass parkway adjacent to Windmill Drive. Fencing guidelines will be part of the recorded plat and give examples of intended height and materials for the proposed fences along the Windmill Drive street frontage. The City will assume responsibility for the maintenance of the storm drainage facilities. The Final Plat is in conformance with the approved Preliminary Plat. Background• The surrounding zoning and land use is as follows: N: RL, single family residential (Woodwest Seventh Filing Subdivision) S: RLP, single family residential (Four Seasons PUD) E: RLP, single family residential (Foothills Park Resubdivision) W: RP, multi -family residential (Cunningham Corner PUD) The Sun Disk Village - Preliminary Subdivision, #15-91, was approved by the Planning and Zoning Board on May 20, 1991, with no conditions. 2. Land Use: This request is to replat a portion of the existing Sun Disk Village PUD to allow for 25 single family subdivision lots. The original plan was approved for 72-75 multi -family units. 3. Design• This is a standard subdivision plat with one point of access, that being from Windmill Drive, a local street. The entry street will intersect with two cul-de-sacs, to the north and the south. All lots will gain access from the interior streets. On -street parking will be allowed. The developer is granting a 10' wide landscape and non -vehicular access easement at the back of Lots 21, 22, 23, along Windmill Drive, and will install 6 City approved street trees at approximately 40' on -center in a manicured turf grass parkway setting. These three lots will have a deed restriction attached to them to assure that the lawn and trees will be maintained by the respective lot owners. This requirement will be noted on the Final Plat (prior to recording of the document). The installation of the trees will be coordinated with the utilities in the area. The landscape and non -vehicular access easement gives assurance that access to Lots 21, 22, 23 for driveways, parking, storage of vehicles, and other uses of this nature will not occur. Fencing guidelines are provided and will be noted on the Final Plat (prior to recording of the document) conveying the intended character for potential fences along Windmill Drive. Fences will not be greater than 6' in height with materials consisting of ornamental cast iron/steel or a variety of wood. Neighborhood Compatibility: This request is compatible with the surrounding area and the land uses adjacent to the property. The proposed single family homes will be similar to those existing in the subdivisions to the north and east, and compliment the mixed housing types in the Cunningham Corner development phases to the west. 5. Transportation: The single point of access to this site will be from Windmill Drive, which is a local street. The internal streets will be dedicated public streets and carry local street traffic volumes. There will not be street connections from Sun Disk Village to adjacent properties to the north, south, or east. 6. Storm Drainage: The detention pond and storm drainage swale at the north and west portion of the property are designated as "Drainage Tract All and will be dedicated to the City by separate document. The proposed grading and seeding in these areas will meet the City Stormwater Utility criteria for detention facilities and be noted on the Final Plat (prior to recording of the document). The City will be responsible for the maintenance of these facilities upon acceptance of the work. A 20' Utility & Access Easement is granted along the west line of Lot 1, allowing access to the detention areas for maintenance. RECOMMENDATION This request conforms to Sun Disk Village - Preliminary Subdivision, that was approved by the Planning and Zoning Board on May 20, 1991.
