RE: Conceptual Review Staff Comments for 1992 Southwest Elementary School
Dear Mr. Shepard:
We will respond to the issues raised at the City's conceptual review of the 1992
Southwest Elementary School as they are ordered in the City's letter of 3/4/91,
which is attached.
1. The location of the transformer will be coordinated with Light and Power and
will be screened as it has been in the previous schools of this prototype.
2. We would like to accommodate the City's request that the electrical power
be provided to the site with underground lines instead of overhead. This
power would be available during construction.
3. The water and sanitation requirements will be coordinated with the Fort Collins -
Loveland water district and the south Fort Collins sanitation district.
4. The building will be equipped with a fire sprinkler system and an alarm system
in order to meet governing codes. A fire hydrant will be located at the parking
area.
5. The building as designed provides adequate access for fire equipment. The
paving at the play areas around the school presently consists of 4" of base
course and 2}" of asphaltic concrete. This thickness is adequate to prevent
fire equipment from getting stuck but may be damaged by the weight of the
equipment. To increase the thickness of the payment would result in an increase
in cost of about $10,000.00. We feel it would be far more cost effective
to pay to repair any damage to pavement caused by fire equipment than to invest
in pavement overdesign.
6. On -site stormwater detention is anticipated. It is our understanding that
the standard fee of $3,021.00 per developed acre for the McClelland/Mail Creek
Basin can be reduced based on the amount of detention provided over and above
what is required as a minimum. The fee reduction, if any, will be determined
by the City when the design is submitted.
7. It is our intent to follow the erosion control guidelines of the stormwater
utility.
8. Disposition of all irrigation laterals will be coordinated with respective
owners on an individual basis. It is our intent to provide the City with
proof of the agreements if it is required.
9. Based on the distance between the wetlands and the location of the building,
it is assumed that there will be no impact of the development of the school
site on the wetlands. The extent to which the Hindsdale Drive extension to
Harmony Road will impact the wetlands is being assessed.
10. The final recommendation by Parks and Recreation has not been made regarding
the location of the park. It is our feeling that locating the park contiguous
to the school site offers many mutually beneficial advantages to the users
of the school and the park.
11. Do to the districts close relationship with F.R.C.C., we are aware of their
present use of the property and will be in continued communication with them
via the two members of the PR-1 Board that sit on the Board of Cooperative
Services and at an administrative level.
12. A legal description of a right-of-way for the Hindsdale Drive extension will
be provided and dedicated to the City after construction.
13. There will be a six foot wide detached sidewalk provided in front of the school
from the present end of Hindsdale Drive to the north property line of the
school. All landscaping along the street will take City standards into consideration.
14. We understand the fee structure to street oversizing, however, authorization
to pay such fees has not been approved by the Board.
15. Location of the curb cuts for the parking area have been considered with respect
to possible future development. It is in everyone's interest to prevent dangerous
offset intersections, however, the use and resulting future street locations
on the remaining property is not known.
16-17. It is understood that the City considers the extension of Hindsdale Drive
north to Harmony Road a local street with minimum curve radius of 240 feet.
City standards for construction of local streets will be met.
18. A sidewalk will not be extended along Hindsdale from the north property line
of the school to Harmony Road. Such a sidewalk would serve little purpose
as pedestrian traffic during this phase of development would be negligible.
The possibility of providing a pedestrian path to the east to link the school
with Crest Road is being considered.
19. A utility plan will be included in the construction documents for this project.
20. We will provide a traffic impact study for the new school. We understand
that data from previous schools can be used in this study.
21. We encourage close communication between school principals
City agencies in order to facilitate the smooth functioning
at the schools. Once the principal is selected additional

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: 'March 4, 1991
ITEM: 1992 Southwest Elementary School
APPLICANT: Poudre School District R-1, 2407 LaPorte Avenue, Fort
Collins, CO. 80521
LAND USE DATA: Elementary school for 550 students, grades K - 6th,
55,000 square feet, on 7.7 acres, 60 parking spaces, located south
of Harmony Road, west of Crest Road. Project includes the
extension of Hinsdale Drive north to Harmony Road. The new school
would be similar to Olander Elementary School.
COMMENTS:
1. Electrical power is available along Harmony Road. Normal
development charges would apply. These charges are based on
square footage of the developed lot and the front linear
footage along public streets. The size of the electrical load
will also determine the size of the transformer. The location
of the transformer should be coordinated with the Light and
Power Department. Since it is inadvisable for children to
play near an electrical transformer, it is strongly suggested
that the transformer be screened on three sides and secured by
a door. Please check with L & P on enclosure clearances.
2. It is advised that electrical lines be placed underground
rather than overhead in a temporary situation. Please contact
Doug Martine, 221-6700, if there are any questions about
electrical power.
3, The site will be served by the Fort Collins - Loveland Water
District and the South Fort Collins Sanitation District.
Please coordinate with Mike DiTullio and Terry Farrill,
District Engineers.
4. The Poudre Fire Authority requires that the building be
equipped with a fire sprinkler system. This system requires
service by a minimum six inch diameter water main. A fire
hydrant should be located at the entrance to the parking lot.
Hard surface should be available at a point where emergency
equipment can access the roof (within 30 feet). A complete
fire alarm system should be installed. Cooking facilities
should have a hood and duct system that meets Building and
Fire Codes.
5. The P.F.A. is concerned about access around the building for
fire equipment. The hard surface should be able to support 36
ton equipment load. Please discuss this access with Roger
Frasco, 221-6570, at the Poudre Fire Authority.
6. The site will be required to provide onsite stormwater
detention. The outlet will be Mail Creek. It may be
necessary to obtain off -site easements to get detained flows
to Mail Creek. A Drainage Report and Grading Plan are
required.' The site is located in the McClelland/Mail Creek
Basin. These fees are $3,021 per developed acre.
7. Theconstruction of the school should follow the Erosion
Control Guidelines of the Stormwater Utility. These
guidelines may soon be passed by ordinance by the City
Council.
8. The existing laterals may be placed in underground pipes with
the owner's permission. The City does not take a stand on
whether these laterals remain on the surface or be placed
underground. It is up to the applicant to negotiate with the
owners of the laterals and reach an agreement. Proof of the
agreement must be presented to the City. Please contact Susan
Hayes, Stormwater Utility, at 221-6589 for further information
regarding drainage and erosion control issues.
9. You are encouraged to minimize any disturbance to the existing
wetlands. It would be beneficial to map the wetlands and
identify on the site plan. Wetlands can be incorporated into
the overall landscaping plan. If the wetlands are impacted by
the extension of Hinsdale to Harmony, then you are encouraged
to call the Army Corps of Engineers' representative, Mr. Terry
McKee. If the area is under one acre, then it is possible to
apply for a "Nationwide Permit". These comments are advisory
since administration of the wetlands is a federal permitting
process. For further information, please contact Mr. Tom
Shoemaker, 221-6600.
10. The Parks and Recreation Department has not made a final
recommendation to City Council about the location of a
neighborhood park. The location of the park on the site plan
is just one of the sites being considered.
11. Please be advised that there is an outdoor teaching lab at
F.R.C.C. that takes advantage of the natural assets of the
site. This program, and the natural attributes, could neatly
dovetail into a combined park/school site. It is hoped that
discussions with F.R.C.C. and the City's Parks and Rec Dept.
will continue so all interests may be served.
12. Hinsdale Drive right-of-way should be described by a separate
legal description and dedicated to the City after
construction.
13. A six foot detached sidewalk should be provided in front of
the school from Clarendon Hills to the north property line.
This detached sidewalk should be separated from a vertical
curb by six feet to allow for street trees and snow storage if
the street gets plowed. Street trees should be deciduous and
a minimum of 2 inch caliper. Please consult the City
Forester, Tim Buchanan, 221-6640, for details on -preferred
species.
14. If the street oversizing fee is applicable, the fee would be
$5,250 per developed acre.
15. The driveway cuts that are created along Hinsdale for the
school will determine the location of minor street
intersections for future development on the west. This will
be to prevent off -set intersections which are dangerous in
front of a school. These driveway locations should be
carefully considered.
16. Hinsdale will be a local street, not a collector.
17. Minimum curve radius on a local street is 240 feet.
18. It will not be necessary to build a sidewalk, with this phase,
north to Harmony Road. However, you are encouraged to
construct a path to the east to tie into Crest Road.
19. A general utility plan for proposed public improvements will
be required. Please coordinate with Mike Herzig, 221-6750,
for details.
20. A Traffic Impact Analysis should be submitted. Data from
other schools can be used. Please address the estimated trip
destination and the impact on Hinsdale Drive through Clarendon
Hills subdivision. Also, please address the extent of the bus
traffic and the re -striping of Harmony Road for turn lanes.
Perhaps data on bus trips can be derived from Olander or
Werner. Parking will not be allowed on Hinsdale except for
overflow for annual events. Please contact Rick Ensdorff,
221-6608, for details on the Traffic Impact Analysis or any
other transportation issues.
21. After the school is operating, the principal is encouraged to
work closely with the Transportation Department to coordinate
for annual events, or any unforseen problems with crosswalks,
caution signs, etc.
22. The Parks and Rec Dept. will be holding separate neighborhood
meetings in the future to discuss what residents want in a
park. Representatives from Parks and Rec will attend the
neighborhood meeting scheduled for March 20th, at Johnson
School, but will not have any final plans on a park location.
