On Monday, May 20, 1991, at the regular meeting of the Planning
and Zoning Board, the Board voted four to one to deny the
1992 Southwest Elementary School Site Plan. This denial takes on
the form of an advisement to the Poudre R-1 School Board under
C.R.S. Statute 31-23-209. As a result of the denial, the
Site Plan is remanded back to the School Board which may overrule
the Planning and Zoning Board by a vote of no less than two thirds
of its membership.

1. The alignment of Hinsdale Drive (extended) should be curvilinear.
The intersection with Harmony Road should be shifted 100 to 200 feet
to the west, and then brought into the existing Hinsdale Drive via a
reverse curve design.
2. In accordance with the Site Access Study, the new intersection
of Harmony Road and Hinsdale Drive should be constructed with the
striping and geometrics as specified in order to accommodate the
necessary turn lanes.
It was acknowledged by the Planning and Zoning Board that condition
number two had, in fact, been resolved by verbal agreement between
the City of Fort Collins and the Poudre R-1 School District. The
P & Z Board stated that this agreement was not formally presented
in the Site Plan that was under review. As such, the P & Z Board
felt they could not relinquish this condition without comment.
The P & Z Board stated that by making the condition, they were
helping to formalize the verbal agreement made that afternoon.
Condition number one was made in response to the public input. The
residents of Clarendon Hills made an eloquent plea for traffic safety
and any physical design that would help lower speeds and contribute
a greater sense of residential character.
The P & Z Board felt frustrated by three considerations:
1. The School Board meeting to .,ant "100% approval" was held o.
May 13th, one week BEFORE the P & Z hearing. This appeared to the
P & Z Board to violate the letter and spirit of the state statutues.
2. The P & Z Board was not persuaded by arguements that the curving
on Hinsdale would cost an inordinate amount time and money. It
appeared to the P & Z Board that the construction schedule allowed
sufficient time to re -design the street and still meet the Fall of
1992 opening.
