Dear Mr. Spearnak:
For your information, attached is a copy of the Staff's comments concerning the 1992
Southeast Elementary School which was presented before the Conceptual Review Team on
March 11, 1991.
The comments are offered informally by Staff to assist you in preparing the detailed
components of the project application. Modifications and additions to these comments may be
made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF tOMMENTS
MEETING DATE: March 11, 1991
ITEM: 1992 Southeast Elementary School
APPLICANT: Poudre School District R-1, 2407 LaPorte Avenue,
Fort Collins, CO. 80521
LAND USE DATA: Elementary school to replace Barton School, for
grades K - 6th, located on 10 acres in the Golden Meadows Business
Park, east of McMurry Avenue and south. of Golden Meadows
Neighborhood Park. The new school would be similar to Olander
Elementary School.
COMMENTS:
1. Electrical power is available in the area. Normal development
.charges would apply. Please coordinate with Light and Power
on the location and screening of the transformer. As
suggested on the southwest school, it is strongly encouraged
that the transformer be enclosed for safety purposes.
2. Both water and sewer mains are available in McMurry Avenue.
3. There are water and sewer mains along the north property line,
and a sewer main on the east property line. Please do not tap
into these lines. If these lines are not already.placed in an
easement, please plat or dedicate by separate instrument into
easements.
4. Please be aware that there is an inlet ditch to the Golden
Meadows detention pond along the north property line. You may
cross this ditch but not impede storm flows. A bridge is
preferable to a pair of culverts. Also, any bridge must not
negatively impact the natural area. The cattail -marsh area
should be kept in its natural state and remain undeveloped.
5. The Warren Lake outlet ditch runs across the property. This
ditch is allowed to be placed into an underground pipe, with
an appropriate easement, with the ditch owner's permission.
The School District and the ditch company must reach an
agreement. Such an agreement can be formalized and submitted
to the City, or the ditch company's consent can be placed on
the utility plans in the form of an approval signature.
Again, the easement may be dedicated on a plat or by separate
instrument.
6. The Golden Meadows detention pond, located to the north, has
been sized to accept developed storm flows off your property.
Although the pond size will not need modification, please
submit calculations verifying the storm runoff generated on
the site. A Drainage Report and Grading Plan will be
required.
7. The site is located in the Fox Meadows Drainage Basin. The
drainage fees for this basin are $4,253 per developed acre.
8. The .pedestrian bridge across the drainage ditch should be
sized so that it is not too narrow. It should be assumed that
a class will be.using the bridge at recess time to access the
park. The City has no minimum standards on such a pedestrian
bridge.
9. The Poudre Fire Authority has the same comments as on the
southwest elementary school. You are reminded that hydrants
and fire sprinkler systems must be served by a minimum pipe
size of six inches in diameter.
10. A Traffic Impact Analysis should be submitted. Please use
existing data from other schools and apply to this site.
Please pay special attention to the proximity of the bus lane
and the curb cut. Could this be improved with more
separation?
11. Please be aware that the vacant, southerly 2.4 acres will have
limitations in terms of allowable vehicular access.
12. As with the southwest school, -the principal is encouraged to
work with the Transportation Department to coordinate the
locations of the crosswalks, caution signs, overflow parking,
and coordination during special events.
13. A "public improvements plan" should be submitted to the
Engineering Department for review. This plan will include
details for water and, sewer, storm drainage, street
improvements, and driveway design. The curb cut on McMurry
should be designed to account for the curve which has a design
speed of 40 m.p.h. Landscaping in this area should not block
visibility. The curb cut on Monte Carlo should be setback as
far from the intersection as possible.
14. If any existing easements are platted and not needed, then
they can be vacated by resolution by the Planning and Zoning
Board.
15. If applicable, the street oversizing fee would be $5,250 per
developed acre.
16. The location of the northerly curb cut may create an offset
intersection with the existing street on the other side of
McMurry. This curb cut should be shifted to align with the
existing cut, or moved further south so there are no
conflicts.
17. Please keep the Parks an Recreation Department posted on any
improvements that may affect the park. The contact person is
Randy Balok, Parks Planning and Forestry, 221-6640.
18. Please note that the correct spelling is McMurry, .not
McMurray.
19. Attached' please find copies of Colorado Revised Statutes 22-
32-124, and 31-23-209. These statutes pertain to municipal
review of public facilities. According to these statutes,
both the Southwest and Southeast 1992 Elementary Schools shall
be brought before the City of Fort Collins Planning and Zoning
Board. In case the P & Z Board disapproves, the action may be
overruled by a recorded vote of not less than two-thirds of
Board of Education...
20. It is suggested that we meet to discuss the appropriate time
frame and submittal documents for review of both the proposed
elementary schools.
21. As with the Southwest School, a neighborhood .meeting 'is
strongly suggested. The Planning Department will create•an
area map of the affected property owners to be. notified.
Please supply self-adhesive mailing labels. The time, date,
location, and meeting facilitation will be coordinated by the
Planning Department.
