Dear Mr. Olt,
We have reviewed the Excellart Subdivision proposal, and we have the
following comments:
Projected traffic on S.H. 287 indicates the need for a 120 foot total
right of way, 60 feet each side of the highway centerline. Since the existing
width is apparently 40 feet east of the centerline, additional width to
meet the projected need should be protected by reservation'or, preferably,
dedication, as permitted by City regulations. It is also apparent that
there may be physical constraints present that may prevent the dedication
or reservation of the full width necessary. As much of the 20 feet necessary
for future needs, as possible should be protected.
'The Landscape and —Parking Plan for the development indicates customer
parking in the front of the.building, parking in this configuration cannot
be allowed. All access to the state highway must be in a forward motion.
Parking as indicated would necessitate backing onto the highway. The access,
to the property must be defined at the north side of the property and must
be from 16 to 24 feet in width. The definition should be made with curb
and gutter and must eliminate parking in the front of the building. The
change in use of the property will require that an Access Permit be obtained
for the property. Construction of the access may not be started without
that permit. The Access Permit must be applied for through the City of
Fort Collins as the "Issuing Authority".
Our comments on state highway access are based on the information
presented for this property only. If the property owner has any interests
or ownership in adjacent property along the highway, this information should
be provided since it may affect our comments.
