Dear Bob:
City staff has reviewed your submittal for an I-L Site Plan Review,
for 1629 Blue Spruce Drive, and offers the following comments:
1. The trees at the northeast entrance to the property along Blue
Spruce Drive are shown as Aspen. This type of tree is not
approved by the City as a street tree. Also, are the two trees
shown north of the property line included in the number of 19
in the Landscape Schedule? If not, then there are only 17
Aspen on the plan. ","
2. The area between the parking and Blue Spruce Drive labeled as
an existing sodded lawn with sprinkler system" must contain
.-landscaping and plant materials. This area should screen a 20%
cross-section view of the parking lot from the street. Is
there a sprinkler system provided throughout the site and, if
not, how will the landscaping be maintained?
3. What is in the areas labeled "existing planting area" to the
east and west of the building? The existing plants/landscape
treatment should be shown and/or proposed treatment indicated.
Additional landscaping should be included in the area south of
the building, with foundation plantings, trees and shrubs
along the property line.
4. It is unclear about what happens on the property to the south
and how that affects the parking on the east and west side of
the building. Does the parking and driveway continue onto that
property? Please show how this works. If there is no shared
parking and access to the south, then a 5' wide landscape
buffer strip would be required on this property.
5. Is there a specific reason why the flexible barricades are in
place in the parking lot, blocking shared access between this
property and the property to the north? These barricades, as
shown, create two problems:

a) An additional set of flexible barricades must be
provided on the property to the north, on the north
side of the barricaded area, so that additional
parking spaces will not be created. These
barricades must be signed "No Parking - Fire Lane"
on both sides. This would necessitate an agreement
with the property owner to the north.
b) The interior landscaping in the parking areas is
not adequate. There is a 6% minimum landscape
requirement for all on -site parking as specified in
the City parking code.
Counting 1/2 of the island between the
shared parking with the building to the
north as shown, the interior landscaping
totals about 4%, or 1,500 square in 42,685
square feet (see attached drawing 1). In this
case another 1,100 square feet of landscaping
is needed and could be achieved by providing
islands in the parking areas. That amount
equates to about the size of 6 parking spaces.
If the owners/users of this building want to
place the barricades across the two access
drives to the north, then the 5' planting
island along the property line becomes the
required setback and would not be part of the
interior landscaping (see attached drawing 2).
In this case the interior landscaping totals
less than 1%. or 190 square feet in 42,685
square feet. Another 2,400 square feet of
landscaping is needed, equating to about the
size of 12 parking spaces.
6. Blue Spruce Drive should be identified accordingly.
_The_Vicinity_Map label should be moved down with the Vicinity
Map.
8. The two handicap parking spaces west of the building must be
12' in width. These spaces must be marked with above ground
signs to assure visibility.
9. The existing zoning and proposed land use should be indicated
under the Land Use section on the Site Plan.
10. A line should be added above 1629 Blue Spruce on the Site Plan
to read "I-L Site Plan for".
11. The Planning approval block should state "Approved by the
Director of Planning" instead of the Planning & Zoning Board.
This is an administrative review and will not go before the
Planning & Zoning Board.
12. The plant material sizes in the Landscape Schedule must meet
minimum City standards. Under Size the Aspen should be 1-1/2"
to 1-3/4" cal. and the Blue Spruce should be 6'-8' in height.
13. What is the "Bldg. Area 30,672 s.f." in the building referring
to?
This concludes staff comments at this time. Please contact me at
221-6750 as soon as you've had the opportunity to review these
comments. We should schedule a meeting to discuss any questions and
concerns. At*that time we may be able to schedule a public hearing
with the Director of Planning.
