PROJECT DESCRIPTION:
This is a request to replat the Service Center Fourth Subdivision for the purpose of
vacating old easements and replatting new easements. Located at 906 West Vine
Drive, the site contains an existing building. A development proposal to reconstruct the
parking lot and internal circulation drives (being processed as a building permit review)
requires the property to be replatted.

NOTICE OF PUBLIC HEARING: Notice of public hearing was made on September 14,
1998 by mailing to property owners within 500 feet of
the subject property.
The public hearing was advertised in the Coloradoan
on September 21, 1998.
PUBLIC HEARING
After reviewing the Staff Report and recommendation, a public hearing was held on the
subject application at 1:30 PM on September 29, 1998. The hearing was held in
Conference Room D at 281 North College Avenue, Fort Collins, Colorado.

BACKGROUND
This application is a request to replat the Service Center Fourth Subdivision for the
purpose of vacating old easements and replatting new easements. A development
proposal to reconstruct the parking lot and internal circulation drives (being processed
as a building permit review) requires the property to be replatted.
The replat was reviewed according to Section 3.3.1 of the Land Use Code, Plat
Standards. Specifically, the review criteria is contained in Section 3.3.1(B), Lots and
Section 3.3.1(C), Public Sites, Reservations and Dedications.
Section 3.3.1(Bl(1) states that no lot in a subdivision shall have less area than required
under the applicable zoning requirements; each lot must have vehicular access to a
public street; lots with both front and rear frontage on a street are not permitted with
limited exceptions; and, side lot lines must be at right angles or radial to street lines.
There is no minimum lot size in the E - Employment zoning district. The parcel
being replatted is 4.62 acres in size. The parcel has frontage on West Vine
Drive, is oriented at right angles to the street and does not have double frontage.
Section 3.3.1(13)(2) states that the general layout of lots, roads, driveways, utilities,
drainage facilities and other services must be designed in a way that enhances an
interconnected street system, preserves natural areas and features and otherwise
accomplishes the purposes and intent of the Land Use Code.
This parcel is part of the larger existing City of Fort Collins Service Center and as
such, is not interconnected with any of the surrounding properties. The
residential properties to the west are all platted with limited opportunities for
interconnection if this property were to ever redevelop.
Section 3.3.2(C)(11 requires the dedication of rights -of -way for public streets, drainage
easements and utility easements as needed to serve the platted area.
This replat dedicates additional land for public utilities. Additional street right of
way is not needed.
FINDINGS, CONCLUSIONS AND DECISION
FINDINGS AND CONCLUSIONS
After reviewing the staff report and the record of the public hearing, the Hearing Officer
makes the following findings and conclusions:
The proposed replat qualifies for a Type 1, Administrative Review under the
Land Use Code.
2. The request conforms to the applicable Plat Standards found in Section 3.3.1 of
the Land Use Code.
DECISION
Based on the findings and conclusions, the request to replat the Service Center Fourth
Subdivision, file #25-91 C is approved.
