PROJECT DESCRIPTION:
Request to replat the Service Center Fourth Subdivision for the purpose of
vacating old easements and replatting new easements. The site is commonly
referred to as 906 West Vine Drive. The site contains an existing building. A
development proposal to re -construct the parking lot and internal circulation
drives requires the property to be replatted. The new construction is being
processed as a Building Permit Review. The site is 4.62 acres in size. The parcel
is zoned E. Employment.
RECOMMENDATION: Approval
COMMENTS:
1. Legal Description:
The legal description of request is as follows:
First Replat of Service Center Fourth Subdivision, located in the southwest quarter
of of Section 2, Township 7 North, Range 69 West of the Sixth Principal
Meridian, City of Fort Collins, County of Larimer, State of Colorado.
2. Background:
The surrounding zoning and land uses are as follows:
N: POL; City of Fort Collins Vehicle Repair Facilities and Offices
S: NCM; Existing Residential
E: E; Existing City of Fort Collins Offices and Utility Yards
W: FA-1 (County); Existing Residential
The original Service Center Fourth Filing was approved on June 30, 1994.
2. Plat Standards:
The Replat has been reviewed against the criteria of the Plat Standards under
Article Three, Division Three of the Land Use Code. The request to divide the
parcel in order to vacate uneeded easements and plat new easements satisfies the
following standards:
A. Section 3.3.1 (B) (1) - "Lots"
This criterion requires that lot sizes shall exceed the required minimum size
specified in the applicable zone district. The subject parcel is in the E,
Employment zone district. Since there are no minimum lot sizes specified in the
Employment zone, the proposed lot complies.
B. Section 3.3.1 (B) (2) - "Lots"
This criterion requires that the general layout of lots, roads, driveways, utilities,
drainage facilities and other services within the proposed development shall be
designed in a way that enhances an interconnected street system within and
between neighborhoods, preserves natual areas and features, and otherwise
accomplishes the purposes and intent of the Land Use Code.
The proposed subdivision satisfies this criterion. The new lot has frontage on a
public street (West Vine Drive) which connects the site to the existing general
layout of roads in the surrounding neighborhood.
C. Section 3.3.1 [C] (1) - "Public Sites, Reservations and Dedications"
This criterion requires that a subdivision dedicate rights -of -way for public streets,
drainage easements and utility easements as needed to serve the area being
platted.
The proposed subdivsion satisfies this criterion by dedicating additional land for
public utilities. Additional street right-of-way is not needed.
3. Findings of Fact:
In reviewing the request for First Replat of Service Center Fourth Subdivision,
Staff makes the following findings of fact:
A. The request complies with the applicable Plat Standards of the Land Use
Code.
B. The request complies with the land development standards of the E,
Employment zone district.
C. The request for reconstruction of the parking lot and internal drives is being
reviewed as a Building Permit Application. There are no public improvements
required for this project.
RECOMMENDATION:
Staff recommends approval of -the First Replat of Service -Center Fourth
Subdivision, 25-91 C.
