The design intent of Precision Technology is to fit within the context of the Harmony Technology Park and provide light industrial and office uses to the area. The project is designed to enhance the area architectural along the street with gathering patio areas that will activate and enhance the frontage. Sensitivity to the existing detention pond and the goal to enhance the walking paths along this area were taken into consideration with the truck loading being screened with both a wall and large evergreen trees. BACKGROUND: This site was platted with the adjacent WilMarc Medical site that is directly adjacent to the west. The intent to develop this site to work in tandem with the WilMarc Medical site has been the overall goal of the owner of these two parcels. Currently the site is undeveloped and does not have any vegetation other than grasses. 1. PROJECT TITLE: Precision Technology 2. GENERAL INFORMATION: Project Location: North side of Precision Drive between Technology Parkway and Lady Moon Drive. Size: 202,552 sf / 4.65 ac Existing zoning: Harmony Corridor District Proposed zoning: Harmony Corridor District Number of off street parking spaces provided: 59 Maximum building height: 30’ LUC Modifications proposed: None 4. TRANSPORTATION IMPROVEMENTS: Vehicular traffic accesses off of Precision Dr. The proposed parking entrance aligns to the property to the south’s entrance. The parking lot drive aisle connects into the WilMarc Medical Parking lot to accommodate trucks and emergency vehicles while also limiting the umber of drive entrances/exits along Precision Drive Improvements to public ROW curb to meet LCUASS with detached sidewalks and tree lawn are proposed with the project. A traffic memo has been provided with the submittal per the direction of City staff. 7. NEIGHBORHOOD MEETING A neighborhood meeting was held on June 25, 2020 via Zoom. There was one participant from the development HOA present that asked if the trail connect to the detention pond was being added to the site. The design team confirmed that the west side of the building has a walk that connects across the street to the existing walk and will extend to the north property line. Planning staff had questions on the tilt up concrete panels texture and whether a wall would be screening the truck loading area. Please refer to architectural narrative below for more information on the panels. A wall has been added in addition to the evergreen trees for truck loading screening. 8. SITE DESIGN Precision technology will continue to employ many of the higher end design techniques that are present at the adjacent WilMarc Medical site. Careful attention has been paid for defining entrances on the north and east side of the buildings with both building enhancements as well as plazas that provide seating, trash receptacles and covered bike parking areas. Vehicular traffic will enter the site from south along Precision Dr. Trucks will be able to turn around through the WilMarc Medical site parking area. An access easement through the site will be provided for this during Final Development. Landscaping will be continue to have densely planted ornamental grasses and hedge rows of shrubs that area planted in grids along the building accentuating the architecture. Columnar trees will be planted in clusters along the face of the building to give vertical scale and interest. Seeded areas along the perimeter on the north and east side of the parking lot will flow into the more natural landscape of the detention pond to the north. 9. DISTURBANCES No existing wetlands, natural habitat areas are being disturbed with this project. 10. TRANSITION TECHNIQUES The applicant’s goal is to create a world class facility for their business operations while reinforcing the established design character of the Harmony Technology Park and City of Fort Collins development criteria. To that end, the proposed building utilizes a high quality, contemporary design to compliment the surrounding development by maintaining a similar architectural style, compatible material palette, and pattern of use and form found throughout the Harmony Technology Park. Primary building materials include precast concrete panels, terracotta rainscreen cladding in both buff and red blends, aluminum composite materials and anodized aluminum curtainwall and storefront. All of these materials are complimentary to materials existing elsewhere in the development. The terracotta cladding, although different than modular brick in scale and form, will provide compatible warmth, texture and tones as both products are fired clay. Precast wall panels are used extensively throughout the development as a practical construction method for light industrial and warehouse spaces. The terracotta cladding at the office portion of the building will be a subtle blend of three reds, and at the light industrial portion, a light buff. These earth tone colors are compatible with the brick and paint schemes found on adjacent buildings and will serve to unify the development. Consistent with Harmony Technology Park goals, these materials provide a variety of colors and textures while avoiding excessive variation. The mass and scale of the proposed building is similar to others in the development. The height and form of the light industrial portion of the building is informed by the functions, spaces and equipment within, which require high volumes and large, regular building bays. The office portion of the building, which forms the primary street frontage, utilizes a lower wall height with more articulation of mass that is informed by the smaller rooms and spaces within. Generous fenestration, and an inset Project Narrative PRECISION TECHNOLOGY outdoor patio create visual connections between the building, sidewalk and street along the primary Precision Drive frontage. All public and staff entrances to the building are demarcated by sheltering horizontal roof canopies, recessed entrance doors, and site queues such as enlarged islands or paved plazas. Entrances locations and orientations are informed not only by interior function, but also by site arrival by vehicle or as a pedestrian, with sensible connectivity to parking and walks. Overall, the proposed building will meet the goals of compatibility and consistency with adjacent development, and will contribute to the high quality design of the Harmony Technology Park. 12. PHASING SCHEDULE No phasing is proposed with this development. UTILITIES The site will utilize existing utility infrastructure in the area to provide service to the project. Water for domestic and fire use, storm sewer, and electric services will be provided by the City of Fort Collins. Sanitary Sewer is provided by South Fort Collins Sanitation District. Natural gas is provided by Xcel Energy. Phone and internet are provided by Century Link and Comcast. LIGHTING All lighting will meet City of Fort Collins requirements. A photometric plan has been submitted. STORMWATER: Water quality and detention for the site are provided in offsite regional detention ponds. However, the site will provide Low Impact Development treatment prior to releasing stormwater offsite. Per communication with City personnel, stormwater will be released into existing stormwater infrastructure in the southeast portion of the site after being treated within the two bioretention ponds. The site will meet Low Impact Development standards through the use of these two bioretention ponds. Additionally, the drainage system has been designed to convey the runoff to the designated design points and the existing public infrastructure in an effective, safe manner and no negative impacts are anticipated to the City of Fort Collins Master Drainage Plan, to the HTP Site Master Plan, or to downstream properties or infrastructure due to the proposed improvements. TRASH AND RECYCLING SERVICE: A trash compactor will be located in the truck delivery area internal to the building, similar to what is being utilized at WilMarc Medical.
