Dear Dana,
City Staff has reviewed your submittal for the Pedersen Toyota -
Volvo -Saab PUD and offers the following comments:
11. A building envelop which is referenced on a plat will require
a replat or vacation for even a slight change in that envelop.
The site plan indicates that the area of future expansion is
an emergency access, yet this is not indicated on the plat.
This area should either be deleted from the building envelop
and included in the blanket easements, to be vacated at time
of expansion, or emergency access should be accommodated
elsewhere outside of the building envelop. Have you explored
the possibility of shared emergency access to the Target store
parking area?
2. The blanket easements should indicate access as well as
utilities and drainage.
3. The plat needs some minor changes. Staking the building
envelop as shown is not possible, it cannot be located by the
information provided. If you have further questions about
this, please contact Kerrie Ashbeck at 221-6750. There was
some concern expressed that the plat was not drawn from a
field survey and that the monuments need to be verified and
described from a field survey.
4. Please refer to the Engineering comments on the Utility Plans
for other minor changes to be made.
5., Does the= site note #1, on the Site Plan, include trash
enclosures? Perhaps this could be reworded to mean vehicle
parts old or new, or other junked parts would not be stored
outside of the building.
6. Motorcycle parking needs a raised sign like the Handicapped
Parking.
7. The upper east facing and lower north facing sides of the
building envelop should be dimensioned to the property line on
the site plan.

8. The landscaped setback of 11' behind the walk on College
Avenue is less than that required by the parking code, which
is 151. The north and west property lines show a 4'
landscaped buffer, the strict code is 51. The PUD can vary
these -setbacks, by mitigating with additional landscaped
buffers and screening. The western property line is a low
interest area which wouldn't require as much screening and
planting as the north line. I think a five foot landscaped
strip would receive more long term maintenance and be less
likely to be forgotten than a thinner strip of 41, though.
The drive on this west side of the building could be 20-24' in
width.
9. The north property line needs more low shrubbery and/or
evergreens. The northern most parking stalls, if they are
intended for long term, display parking could be 8' by 15'
which would enable you to get some additional setback for a
more dense landscaped area. I would also highly encourage you
to pursue an off -site landscape easement on the Target
Property to screen the display lot from the southbound lanes
of College Avenue. This would be one way of trading off the
basically solid line-up of vehicles along College Ave. Off -
site easements have been used before at Pharmor in Market
Place PUD and at the Giant Video in Scotch Pines Village. The
southeast corner of the Target property would be an ideal
location to mass together some evergreens to screen the
display area as seen from the north. I would like to meet
with you to discuss this possibility.
10. Because this is a PUD considering a use which would normally
not be allowed in this zone, Staff is looking for mitigation
and trade-offs which are tangible, realistic, and effective.
Staff would prefer to see the display along College broken up
by landscaped islands that create a definite break in the
visual impact of a row of cars 400 feet long. One way to
mitigate this is to provide positive contributions elsewhere.
1..—The shade trees along College Avenue should be spaced between
30' and 40' apart, keeping in mind the planned location of
City street lights. It looks like you could get two trees
between each light, possibly getting 3 between the 2 northern
most street lights. I've enclosed a copy of the street light
locations from Light and Power, as well as the spacing
regulations for shade and ornamental trees. A little more
variety for street trees would be desirable, possibly some
honey locust along the south or north property line would
work?
12. Staff is also firm about having some berms, evergreens and
shrubs along College in the planting strip behind the walk.
This area will be very visible during the winter months. This
is one of the tradeoffs that will be necessary, if the number
of vehicles along College is to remain at 42. The northern
most island along College Avenue should be extended west to
line up with the parking stalls and should be planted in a
similar manner, with a tree and shrubbery. It should be "auto
free"
13. Overall, the landscape plan has a nice variety of trees,
shrubs, and flowering species. The radiant crabs massed at
the south entrance should look spectacular in the Spring!
14. Staff is concerned that the row of cars along Kensington has
less of a buffer than the convenience store/gas station pumps
have on the PUD to the south. By either increasing the
planting area to 20 feet, or by providing some berms and
additional low shrubs and evergreens this concern can be
mitigated.
15. We should sit down with Light and Power and do an analysis of
the light on the site. Staff is very concerned about the
amount of light and would like to see a lighting analysis
done, it would appear that the on -site lights could be lower
and less numerous, particularly along College Ave. It may be
possible to eliminate every other one, given the location of
City street lights.
16. The Landscape Plan should include the standard note that a
certificate of occupancy will not be released until
landscaping is complete or until a letter of credit is
received by the City for 125% of the cost of landscaping
improvements to be installed.
17. There should be a note on the site plan stating that no
vehicles shall be allowed to be parked in the planting areas
between the walks and the parking lot.
18. There should be a note on the site plan stating that no
elevated metal racks will be allowed on this PUD. The
landscaped elevated areas are fine.
19—Re--location—of existing —electric —facilities will —be —at the
developer's expense. Contact Doug Martine at Light and
Power, 221-6700, for more information.
20. If any new utilities or connections are proposed within the
College right-of-way, Mr. Henry Rangel of the State Highway
Department, 1-350-2111, should be contacted regarding the need
for a Utility Permit.
21. Any relocation of existing telephone facilities will be done
at the developer's expense.
22. The Fire Department connection must be placed at the curb at
the Kensington Drive entrance.
23. Please check with the Poudre Fire Authority for any special
requirements for used oil storage.
24. The north -south drives along the building must be signed "No
Parking- Fire Lane" and the curbs painted red on one side of
each drive.
25. Curb cut sidewalk ramps should be located on the ends of the
entrance islands as well as where they are shown. We should
talk about this requirement, as it would also require
extension of the sidewalks in the landscaped island.
26. Refer to comments on the construction drawings for Water and
Wastewater comments.
27. On the Site Plan under site notes, please include
responsibility of maintenance for the on -site detention pond.
28. Take the future expansion into account in the calculating the
detention volume. Be aware that, the future expansion will
require an` administrative change to amend the site and
landscape plan, and will be forwarded to the Storm Water
Department for comment. Please refer to the Utility Drawings
revision requests, which have been forwarded to the Engineer,
for further Storm Water comments.
29. The traffic study has been reviewed by the City Transportation
Department and is acceptable. Please show College Avenue and
Kensington Drive striping on the Utility Plans.
30. Please submit architectural elevations and include information
on colors, materials, textures, and window glazing or tinting.
Also indicate where the signage will be located on the
building as well as what size, color, type, and lighting is
proposed. Please a�dd a note to the site plan and the
elevations, that any %ignage not shown on the plans, will not
be allowed in the PUD without an administrative change.
31. Please include information
proposed for the i.d. signage.

PMT19, colored renderings, 10 prints are due June 17, 1991.
Final mylars and other documents are due June 20, by 12:00
noon.
