I have received the City Staff comments, dated May 24, 1991,
concerning our submittal for the above project. The
following is our response to the numbered comment items you
have listed.

#1 The emergency access for the area in question will
be clarified.

#8 No specific response is requested in this comment.
However, the reduced setbacks have integrated more
landscape material than would normally be required
by--the-str_i-ct"_par_ki.ng code. These reduced
setbacks, landscaped as indicated, will have
greater asthetic appeal than the strict code would
ever dictate with only sod (or gravel) as
landscaping.
#9 The owner wishes not to pursue an off -site easement
with Target for additional landscaping to the north
of the property. However, providing shrubbery
and/or evergreens along the northern property line
is workable. Also, providing a grouping of
evergreen trees at the north east corner of the
property is being considered.
#10 This project scores well (58%) in the LDGS. The use
is appropriate for the area. Positive contributions
proposed and/or agreed to include: 1) Interior
landscaping exceeds the minimum standard
requirements, 2) additional landscaping will be

provided at the north property line, 3) berming and
landscaping to be provided at the College and
Kensington property lines, and 4) additional
evergreen trees to be provided at the north east
corner of the property.

The northern most island is designed specifically
to display an auto to the interior of the property.
The visual impact of this configuration from
College Avenue provides a desirable brake in the
row of cars. It is prefered not to modify this
island configuration.

#14 There is a natural grade change at this location
which will lessen the impact of the row of cars,
but, additional berming will be pursued where
possible.
#15 We were not aware of planned city street lighting
at the time of this submittal. As you have
suggested, we have contacted Doug Martine at Light
& Power. It was our honest hope that the site
lighting could be reduced, if for no other reason
than reducing cost. In our discussions with Doug
and our electrical engineer, it doesn't seem likely
that the site lighting on College Avenue will be
reduced for two primary reasons.

First, the fixture used by the City is a 400
watt High Pressure Sodium fixture mounted at
- 3'3 feet -above -grade: The-f_i-x.tur_e i_s-designed
to direct the majority of it's light to the
street with only a small amount of "back
light" to illuminate a side walk. It is not
anticipated that a significant amount of "back
light" will reach the site.
Second, even if there is some "back light"
that extends onto the site (according to Doug
it will not be significant) these city street
lights are non -color correcting lamps which
according to Doug, "due to it's color
rendition you wouldn't want to count on it for
display purposes on site". These fixtures,
being non color correcting, would distort any
colors they illuminate and are not appropriate
for the display of automobiles.

#18 The Owner will agree to eliminating the possibility
of elevated "angled" racks which display the
undercarriage of vehicles.

#24 We wish to request that alternatives for this item
be considered. A red painted curb at the west
property line is not desirable but is workable.
However, a red painted curb at the front of the
building will be aesthetically negative. Is there
another option?
#25 This project is an auto related business. Access
ramps are provided at the sidewalks where they will
be most beneficial. It does not seem practical to
extend the walks and ramps as suggested. Extending
the walks as suggested would only reduce
landscaping at these islands and would not be used.
