The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Box 1104, Fort Collins, CO. 80522 LAND USE DATA: Request to convert an existing single family home in the R-L, Low Density Residential zone district, into a duplex by adding a garden level dwelling unit. COMMENTS: 1. Since the new garden level unit will have a separate electrical panel, with separate baseboard heat;" normal development charges will apply. Please provide Light and Power with a signed, approved P.U.D. site plan after the Planning and Zoning Board hearing. It is likely that some of the site development charges have been paid already with the construction of the original house. The new fees, therefore, would apply to the new unit and the additional meter. For further information, please contact Janet Perry, Light and Power, 221-6700. 2. Since no new water and sewer services will be needed, there will be no tap fees for the City Water and Sewer Department. 3. According to the City Stormwater Utility, the site is located in the Dry Creek floodway. It is fortunate that the building sits high on the site. In order to allow development in the floodway, the City -needs a Certificate of Elevation for the . existing structure. Also, the City cannot allow any improvements to the property that exceed 50% of the value of the existing improvements. A letter from one of---the- appraisers stating the. current value and the value of the proposed. improvements should be provided.. The Parks and Recreation Parkland Development Fee for a new dwelling unit is $625 per unit. If you would like to pursue the applicability of this fee to affordable housing units, please contact Mike Powers, Director of Cultural, Library, and Recreational Services, 221-6640. 5. The Engineering Street Oversizing Fee for a new dwelling unit is $584 per unit. If you would like to pursue the applicability of this fee to affordable housing, please contact Gary Diede, Director of Engineering, 221-6605. %t l 6. The Uniform Building Code requires that duplex units be separated by wall that has a "one -hour fire rating". In the case of a garden level unit, the upper unit floor and lower unit ceiling must have a construction assembly that equals the one -hour rating. If the upper unit floor is completed and carpeted, then the burden of meeting the separation falls on the lower unit. This can be accomplished with two layers of 5/8" thick, .Type X, sheetrock on the lower unit ceiling. The ceiling must have a minimum of 7 feet of headroom. Also, the furnace and hot water heater must be separated from the living area and enclosed. Be sure to provide sufficient ventilation for the gas appliances so adequate "make-up" air -flows to the combustion chamber. 7. The site plan should contain information on parking, landscaping, and building placement. It is suggested that.a, separate meeting be scheduled with the Planning Department to discuss the details of the site plan, and the requirements for a P.U.D. submittal.
