For your information, attached is a copy of the Staff's comments for City of Fort Collins
Traffic Operations Facility which was presented before the Conceptual Review Team on
October 29, 2001.
The comments are offered by staff to assist you in preparing the detailed components of the
project application. Modifications and additions to these comments may be made at the time of
formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
City of Fort Collins
ITEM: City of Fort Collins Traffic Operations Facility
MEETING DATE: October 29, 2001
APPLICANT: Mr. Eric Bracke, City of Fort Collins Transporation Department c/o Ms.

LAND USE.DATA: Request by the Traffic Operations Department of the City of Fort Collins
to construct a 9,000 square foot office building, an 11,000 square foot sign, paint and vehicle
storage building and an outdoor parking area for City -owned vehicles. The site is 3.2 acres in
size and located at the southeast corner of East Vine Drive and Linden Street. The project would
be built in phases with the office building being phase one.
COMMENTS:
1. The site is zoned I, Industrial which permits the proposed land use "public facility" as an
Administrative (Type One) review. If any Modification of Standard is needed, such
request would be forwarded to the Planning and Zoning Board either as a. "stand-alone
Modification, or as part of a complete Project Development Plan (P.D.P.) submittal.
2. The parking lot would need 6% interior landscaping and no more than 15 cars in a. row
without a landscape island.
3. The building would have to comply with the "development standards" of the Industrial
zone. Please note 4.23(E)(2)(b) regarding orientation along Linden Street. A direct
connecting walkway between the building's entrance and Linden Street is required.
4. The Poudre Fire Authority requires that a fire hydrant be within 300 feet of the structure.
Hydrants must be capable of delivering a minimum of 1,500 gallons per minute with 20
psi residual pressure. Address must be visible from the street on which the building
fronts and placed on a contrasting background.
5. There may be an issue with fire access. If a gate is installed, then it must be equipped
with "Opticon" technology. The building may have to be equipped with.an automatic
fire extinguishing system or an internal loop road, meeting minimum turning radii
requirements, would have to be provided. (This turning radii may increase with the Fall

biannual Land Use Code revisions.) A Hazardous Material Impact Analysis will be
required and there may a limit on the quantities of certain materials. For further

6. The site will be served by City of Fort Collins Light and Power. Any relocation of the
existing system would be at the developer's expense. Any new system must be placed
within an easement. A Commercial One ("C-1") Form is required to be completed by the
electrical contractor or mechanical engineer to determine entrance capacity and the size
of the transformer. Normal development fees and charges will apply. The transformer
must be within 10 feet of hard surface for emergency change -out. The transformer must
be screened from view from Linden Street by sufficient landscaping or a screen wall that
matches the building exterior. Keep in mind that shade trees must be kept 40 feet away
from streetlights. Ornamentals must be kept 15 feet away. For further information,

7. The site will be served water and sanitary sewer by the City of Fort Collins. There is a
12-inch diameter water main in Linden and an eight -inch diameter water main in the
access road on the south. There is also an eight -inch diameter sewer main in the access
drive on the south. A utility -easement will be needed along the southerly private drive.
The water line should loop between. Linden and the southerly drive. Any existing
services to the site must either be used or abandoned at the main. Plant investment fees
and raw water acquisition fee (or water rights) are due at the time of building permit

8. This site -is in the Dry Creek drainage basin where the Storm Drainage fee is 5,000 per
acre, subject to the amount of impervious surface. In addition, an Erosion Control Bond
is due at the time of building permit issuance. If the site drains east to Lemay, then there
are problems with existing facilities downstream that have to be addressed. If the site
drains west, then detained storm flows can be conveyed to Linden Street where storm
flows outlet into the Coy Ditch. Detention is required for the 100-year storm and
released at the two-year historic rate. Water quality is required which usually means 40-
hour-extended detention. The_standard drainage_and erosion_control_reports and_plans
must be prepared by a professional engineer registered in Colorado. For further

9. A Transportation Impact Study has been waived by the exalted and honorable City
Traffic Operations Engineer who promises to ride his bicycle to work every day, rain or
shine. For further information, please contact Eric Bracke, 221-6630.
10. The Transportation Planning Department may require a sidewalk be constructed to
Lemay Avenue in keeping with previous agreements. For further information, please
contact Tom Reiff, 221-6608. _
11. Be sure that the bicycle parking is located near the entrance. A bike rack detail should be
part of the P.D.P.
12. Utility plans, prepared by an Engineer registered in Colorado, will be required at the time
of submittal. I any additional easements are needed, they can be dedicated by separate
legal instrument or by replat.
13. The Street Oversizing Fee is based on trip generation for the various proposed uses. Also,
please be aware of the Larimer County Road Improvement Fee. For further information

14. A Development Agreement is required to be recorded along with other final documents.
This Agreement spells out exactly which party is responsible for the construction of
public improvements necessary to serve this proposal. A Development Construction
Permit is required prior to beginning work on the site. The Utility Plans must be in final
form and signed off by the City Utility Departments prior to recording. For further

15. A Fugitive Dust Control Permit will be required from the Larimer County Health
Department. Recycling and use'of native plant material are encouraged. For further
