HomeMy WebLinkAboutTRAFFIC OPERATIONS FACILITY PDP - 30 91E - CORRESPONDENCE - STAFF'S PROJECT COMMENTS (3)STAFF PROJECT REVIEW City of Fort Collins VF RIPLEY ASSOCIATES Date: 2/20/2002 C/O RACHEL LINDER 401 WEST MOUNTAIN AVENUE, SUITE 201 FORT COLLINS, CO 80521 Staff has reviewed your submittal for EAST VINE DRIVE STREETS FACILITY, TRAFFIC OPERATIONS BUILDING PDP, and we offer the following comments: ISSUES: Department: Engineering Issue Contact: Katie Moore Topic: General 27 Please see redlines for additional comments. 35 Please clearly show locations of signal arms, etc for the Railroad crossing on utility plans and site plans. 56 Where is the phasing sheet for the Utility Plans? 72 Please see the redlined utility plan checklist and the redlined plans for further comments. 73 Engineering comments numbered 35 and below are repeat comments. Topic: Grading Plan 10 Please see LCUASS Drawing 7-29B type III for design requirements for driveway. (Table 8-2 specifies curb return radii.) topic: sire rtan 20 Please dedicate an emergency access easement either by replat or separate document as required by PFA and the Land Use Code. Topic: Utility Plan cover sheet 57 Please see sheet for typos,etc. 69 The street cross-section shown does not match what is shown on the other sheets (C7). Topic: Utility Plan sheet C3 16 Please verify that the proposed curb and gutter connection up to Vine is in the correct location for the ultimate buildout of Vine. Page 1 Topic: Utility Sheet C2 58 Please provide 2 Fort Collins Benchmarks, and correct note 38 to reference this project Topic: Utility Sheet C4 59 Radii of driveway entering Linden should be 15' per table 8-2 in LCUASS. Topic: Utility Sheet C5 60 Please complete the grading information for the landscaped area south of the drive and show drainage basin lines for the area. 61 The retaining wall around the planter will not be allowed within the ROW. Topic: Utility Sheet C6 70 Linden should be reconstructed to the south property line (sta 10+00). Please remove any notes referring to sawcuts. Topic: Utility Sheet C7 62 Please show spot elevations on the plan view of Linden. Spot elevations should be provided at the stations and at the beginnings and endings of vertical curves and PCR's. 63 Spot elevations for the driveway intersection should be shown in accordance with Figure 7-32 A of LCUASS. 64 The sight distance easement is shown for the incorrect design speed. The design speed for a collector street is 40 mph, and the sight distance should be 660' per table 7-3 LCUASS. 65 Single point grade breaks are limited to 0.4% per 7.4.1 LCUASS. Only one of the grade breaks shown meets this requirement. Please smooth out the grades around the curb returns to the private drive. 67 Since the design speed for Linden is 40 mph, the minimum vertical curve length required is 120' (fig 7-18 LCUASS). 68 The driveway should be shown as concrete to the ROW. 71 Please provide flowlines for both sides of Linden. Department: Police Topic: Site Plan Issue Contact: Joseph Gerdom 39 Landscape: The location of the Montmorency Cherry and Autumn Blaze Pear (east of the building) isolates the eastern most parking area. Recommend lower growing shrubs at both locations. Page 2 Lighting and Building Access: Two doors opening to the west and one opening to north (at north end of building) have no apparent security lighting. Further, the north access point is obscured by the Blue Spruce plantings. Recommend some form of security lighting at these doors and moving the Spruce away from the north access point. Department: Stormwater Utility Issue Contact: Wes Lamarque Topic: Drainage 53 Basin 5A-3 is entirely impervious (or close enough) yet the c-coefficent is only 0.27. Please revise and make the corresponding changes throughout the plans and report. A more detailed review will follow after hydrology is revised. There is existing asphalt in parts of Basin 5A-3 which will reduce this site's net increase of flow if accounted for. 54 Once the hydrology is updated, I will review the analysis for the detention and water quality ponds. The increase of flows may require modifications to the existing detention and water quality ponds. Please provide an analysis using the new flows form this site, as well as all existing flows from other contributory basins. Compare designed flows from previous reports with the site's new flows, which include the new rainfall data. Please explain and provide documentation from previous reports regarding the ponds original volume and what impacts this site will have. 55 Please provide documentation (drawings, calc., etc.) from previous reports that are referenced in the text and calculations of this report in the appendix. Topic: ErosionlSdiment Control 51 1. The site slopes from north to south -- why is there no silt fencing on the south perimeter? 2. If the existing area inlet (SE corner of the site) is currently surrounded by asphalt or concrete, straw bales will not protect it. It must be in soil for the bales to work. I cannot tell from this plan --please make sure to use the proper BMP's. 3. The note on the plan should read, "...all disturbed areas to be seeded and mulched." 52 Please provide a PE stamp on the report with next submittals. Department: Transportation Planning Issue Contact: Tom Reiff Topic: Site Plan 31 Provide striping plan for Linden St., including the improved Redwood, Linden, Vine intersection. Department: Water Wastewater Issue Contact: Jeff Hill Topic: General 43 Previous Comment, call out all fittings, lengths of D.I.P. between fittings, types of material, thrust blocks, etc.. 46 Previous Comment, provide utility easements for all water/sewer mains, curb stops and fire hydrants. Page 3 48 Previous comment, connect all fire hydrants to water mains using a swivel tee. 49 Previous Comment, provide all appropriate standard details on a detail sheet ( I.e. meter pit, water service, manhole, bedding, etc.). Use current City of Fort Collins Utility details. 50 See site, landscape and utility plans for other comments. Be sure and return all of your redlined plans when you re -submit.
