HomeMy WebLinkAboutTRAFFIC OPERATIONS FACILITY PDP - 30 91E - CORRESPONDENCE - STAFF'S PROJECT COMMENTS (2)STAFF PROJECT REVIEW City of rort Collins VF RIPLEY ASSOCIATES Date: 3/18/2002 C/O RACHEL LINDER 401 WEST MOUNTAIN AVENUE, SUITE 201 FORT COLLINS, CO 80521 Staff has reviewed your submittal for EAST VINE DRIVE STREETS FACILITY, TRAFFIC OPERATIONS BUILDING PDP, and we offer the following comments: ISSUES: Department: Engineering Issue Contact: Katie Moore Topic: Utility Sheet C2 58 Please provide 2 Fort Collins Benchmarks, and correct note 38 to reference this project. 3.5.02: Note 24 references the City of Loveland. It should reference the City of Fort Collins Vertical Control 1998, 1 believe. Please add note #40 listing approved variances. Topic: Utility Sheet C5 61 The retaining wall around the planter will not be allowed within the ROW. Topic: Utility Sheet C5-Grading 82 How will the grading work after phase 1 and before phase 2? Each phase must stand alone, and I'm not sure how this will work. Topic: Utility Sheet C7 62 Please show spot elevations on the plan view of Linden. Spot elevations should be provided at the stations and at the beginnings and endings of vertical curves and PCR's. 3.5.02: Please provide the spot elevations at the beginnings and endings -of vertical -curves -and -at -the centerline on the northern limit of construction on the plan view. The other spots were addressed. 65 Single point grade breaks are limited to 0.4% per 7.4.1 LCUASS. Only one of the grade breaks shown meets this requirement. 3.5.02: Several grade breaks have been corrected, but there are still excessive breaks at both ends of the proposed improvements. The 4% grade break at the north end is especially large. 66 Please smooth out the grades around the curb returns to the private drive. Topic: Utility Sheet C7-Linden plan and profile 83 Page 1 The sight distance shown can be measured along the east flowline of Linden. What is existing in the area shown to be needed to the west of the ROW? Are there any sight distance impediments? 84 Please show centerline elevations along with each flowline elevation on the profile. 85 Type III barricates shown at the north end of the improvements to Linden do not appear to be standard. Please see revisions to the detail and provide straight barricades that block the sidewalk and parking lane but do not protrude beyond the existing edge of asphalt. Topic: Utility Sheet C8-Linden Cross -sections 86 Please remove notes referring to pavement designs. Such designs will be reviewed by Pavement Engineering at a later date. 87 Please show the true cross -slopes from the curb to the edge of ROW to the east. Department: Police Topic: Site Plan Issue Contact: Joseph Gerdom 39 Landscape: The location of the Montmorency Cherry and Autumn Blaze Pear (east of the building) isolates the eastern most parking area. Recommend lower growing shrubs at both locations. Lighting and Building Access: Two doors opening to the west and one opening to north (at north end of building) have no apparent security lighting. Further, the north access point is obscured by the Blue Spruce plantings. Recommend some form of security lighting at these doors and moving the Spruce away from the north access point. Department: Stormwater Utility Topic: Drainage Issue Contact: Wes Lamarque 96 The proposed C-factor for sub -basin 5A-3 is only .27, yet this area is planned for a future parking lot. The C- factor was higher the previous submittal and was reduced. Please use the corresponding C-factor for the ultimate site plan design and -revise -all -hydraulic -calculations. associated -With this new flow. 97 The on -site flow for the 2-foot pan on the east -side of the site and for the private drive storm conveyance does not seem to correspond to any flows in the hydrology calculations. Please revise calculations. 98 The WQ ponds revised calculations say that 10% of the site drains to WQ Pond B, when the schematic shows that 90% of the site drains to WQ Pond B. Please clarify and revise calculations if needed. 100 Please provide a cross-section for the private drive just before Inlet 1 with the HWL for site flows and all off -site flows to show drive has capacity as an ouffall due to smaller storm sewer being constructed. Topic: Erosion/Sdiment Control 99 Page 2 1. One would assume that site access was at the point of the vehicle tracking pad in the southeast corner of the site, which means the silt fencing shown on the plan at that location cannot extend across the opening. Otherwise, the plan is OK. Thank you. Department: Water Wastewater Issue Contact: Jeff Hill Topic: Easement 92 Construction / Utility easements must be secured prior to plan approval. Please provide a copy of the easement for review. Topic: General 43 Previous Comment: Call out all fittings, lengths of D.I.P. between fittings, types of material, thrust blocks, etc- 46 Previous Comment: Provide utility easements for all water/sewer mains, curb stops and fire hydrants. 48 Previous Comment: Connect all fire hydrants to water mains using a swivel tee. 49 Previous Comment: Provide all appropriate standard details on a detail sheet ( i.e. meter pit, water service, manhole, bedding, etc.). Use current City of Fort Collins Utility details. 50 See site, landscape and utility plans for other comments. Topic: General Notes 91 PVC is not allowed water mains (Revise note on Sht C3). Topic: Landscape. Plan 90 Please show water & sewer lines correctly on landscape plan. Maintain minimum of 1 Oft, separation from trees to water / sewer lines. 94 Please provide a detail for the sand and oil interceptor. Please remove unneeded details from detail sheet. Topic: Utility Plan 93 Water services may not be located behind or in thrust block. Revise service as reclined on plans. 95 Provide 5 feet (minimum) between water meter pit and reducer located downstream from meter pit. Be sure and return all of your redlined plans when you re -submit. Page 3
