Dear Rex:
Staff has reviewed the revised plans for CDOT Region Four Fort Collins Maintenance
Facility and offers the following comments:
The Land Use Code requires that fences used for screening shall not be chainlink.
The request for vinyl -clad chainlink fencing, therefore, must be processed as a
Modification of a Standard. A Modification can only be approved by the
Planning and Zoning Board. Staff will support the Modification subject to
reviewing more specific landscape details as outlined below.
2. Barbed wire is not used anywhere else within the Streets Facility. Therefore,
Staff will not allow CDOT to use barbed wire as part of the perimeter fencing.
3. The following.comments apply to the Site Plan:
A. The title in the lower right corner should be revised. Please delete "P.U.D." and
substitute "P.D.P./F.C." These initials stand for "Project Development Plan/Final
—Compliance.-"--
B. Please revise the signature block for the city approval. Since the modification
request must be approved by the Planning and Zoning Board, the block must be
revised. The correct block is attached.
C. Please indicate on the Site Plan the likely location of the electrical transformer.
The objective is to be sure there are no conflicts with landscaping, trees, parking
stalls, emergency access drive and other site plan elements. Electrical
transformers must be within ten feet of hard surface for emergency change -out.
Transformers should also be screened or mitigated with an appropriate amount of
plant material.

D. Will there be ground -mounted outdoor HVAC equipment or roof -mounted? If
ground -mounted, please indicate the likely location and screen appropriately.
E. On note number five, please fill in the blanks. Would it be accurate to state that
construction is scheduled to begin in 1999 and be completed in 2000?
F. Please add an address line for the Notary.
4. The following comments apply to the Landscape Plan:
A. On the Plant Material List, please add the quantities of the individual plants
B. On the plan itself, please key the plants to the appropriate symbol.
C. Please call out areas that are grass.
D. Staff is concerned about the plant material on the north. Since this area will be
visible from Vine, and will contain outdoor equipment on a concrete pad, the
shrub material should be evergreens.
E. Please indicate the extent of the Virginia Creeper. This will be important as the
Planning and Zoning Board considers the Modification of Standard for the vinyl
clad chainlink fence. Staff suggests that the ivy be used extensively, especially on
the north. Please specify location and quantity.
F. Please add the following note:
"All landscaping shall be installed or secured with an irrevocable letter of credit,
performance bond, escrow or cash for 125% of the valuation (materials and labor).
prior to issuance of Temporary Certificate of Occupancy or Final Certificate of
Occupancy.
G. Please label the Landscape -Plan sheet-2 of 4.- --- -----_.._ _
5. On the Site Plan and Architectural Plan, please indicate where the crew quarters
will be. We suggest that the crew quarters be on the south end of the building but
the closest man -door is four bays to the north.
6. Will there be roof -mounted HVAC equipment? If so, then it must be screened
with parapet walls or screen walls.
7. Please label the Architectural Plan as sheet 3 of 4.
This concludes Staff comments at this time. As mentioned, we have scheduled this item
for the May 20, 1999 Planning and Zoning Board meeting. On May 3, 1999, we will
need ten sets of prints (24 x 36, folded), and one rendered Landscape Plan and one
rendered Architectural Plan. In addition, we will need one set of plans reduced to 8.5" x
1 F. Such reduction must be done photographically or re -plotted so that it is clear and
readable (a xerox reduction will not work). As always, call if there are any questions.
