Explanation of Conceptual Review Staff Comments
May 4, 1998
1. The development conforms to the East Vines Streets Facility P.U.D. All drives,
parking and vehicle storage areas are paved.
2. This development utilized the existing drainage and erosion control master
planning that was done for the East Vines Streets Facility P.U.D. A supplemental
Drainage and Erosion Control Report has been prepared by a Colorado Licensed
Professional Engineer. On -site detention is accomplished utilizing the stormwater
detention facility on the East Vine Streets Facility. The detention facility was
designed to accommodate the stormwater flows from the Lot 4A site.
3. A utility easement across lot 5A is incorporated into the Replat to accommodate
future utility needs.
4. A fire hydrant has been extended into the site. Hazardous materials will not be
stored on site therefore a Hazardous Materials Impact Analysis has not been
developed.
5. The water line at the East Vine Streets Facility will be extended to the site and to
the western lot line.

COMMENTS
This is a request far an 11,250 square tbet mainteasnce facility on approximately 2.5 acres known as
a portion of Lot 41 Fast Vise Streets Facility P.U.D. Amended Overall Development Plan. Salt and
^ sand storage is proposed. No fuel storage is proposed on the site.
COMl MNTS:
1. The property is zoned I-P, Planned Industrial. The Overall Development Plan specifies that
"airy future land uses must be approved according to the procedures, processes, and criteria
of the Planned Unit Development regulations'° (the Land Development Guidance System).

2. The Stormwater Utility staled that the property is located in the Dry Creek Drainage Basin.—

drainage system may already be designed. if this has not already been done, a standard
drainage and erosion coatrol report must be prepared by civil engineer who is licensed by the
State of Colorado and submitted at the time of formal development application. Off -site
easements may be needed for drainage across properties to the south to the Poudre River.

laftwl 3. The Light and Power Utility stated that there is an electrical conduit at Linden Street which
is stubbed out to the existing 3V asphalt access road which runs along the southern edge of

the property. There is also existing power available from the corner of Linden Street and
Mine Drive. An easement would need to be obtained from either the railroad company or the
City to extend the serviceto this site. Normal Light and Power development charges will

4 The Poudre Fire Authority will require the applicant to extend a fire hydrant onto the site
from the 30' access road on the southern edge of the property. The closest e:dsting fire
hydrant is in the Linden Tech Center. The proposed maintenance facility must be equipped
with an automatic fire suppression system. If the applicant were to propose locating the
facility on Lot 5, the building would sn71 need to be fire sprinklerrA but would not require the
extension of a fire hydrant onto the site.. A Hazardous Mat ial Impact Analysis will be
required at the developmenit application submittal. Please contact Roger rrasco at 221-6570

5. The Water and Wastewater Utility stated that there is a 12" water main in Linden Street, a
12" water main in vine Drive, and an 8" water main near the Streets Facility approximately
100' to the east of the site. There is a 24" sanitary sewer which crosses the Streets Facility
property, a 24" sanitary sewer in V=Drive, and a sanitary sewer at the comer of First Strect
and Buckingham. An easement across private property will be needed in order to extend the
First Street and Buckingham sewer• if services are extended from Vine Drive, the applicant
would only be required to run a 6" service to their site. However, if services are extended
�^ from Linden Street or the Streets Facility, the applicant would be required to extend mains
along the property's frontage and then run a service onto the site. Water Conservation
Standards for Landscaping and Irrigation will apply. Plant Investment Fee's (PIF's) and
water rights acquisition charges will be due at the issuance of building permit. A soil/sand
interceptor will be required if a wash bay is proposed. Please contact Roger Buff ngton at

7. ~The Budding Inspections Department stated that there are special Building Code requirements
which will apply to the ventilation and electrical system for the proposed facility.. Welding
is considered a hazardous classification. Therefore, welding. areas must be designed
