For your information, attached is a copy of the Staffs comments concerning the East
Vine Streets Facility presented before the Conceptual Review Team on November 17,
1997.
The comments are offered informally by Staff to assist you in preparing the detailed
components of the project application. Modifications and additions to these comments
may be made at the time of formal review of this project.

ITEM: East Vine Streets Facility - Renovation and Expansion
APPLICANT: W. Eric.Bracke and Mr. Larry Schneider, City of Fort

LAND USE DATA: Request by Transportation to convert an existing building,
14,000 square feet, from material storage to office and
equipment and vehicle storage. Also, a request by the Streets
Department to add two material storage facilities (domes) for
sand/salt and de-icer material. Domes would be 120 feet in
diameter and about 40'feet high. Site is located at the existing
East Vine Streets Facility at the southwest corner of East
Vine Drive and North Lemay Avenue (Ninth Street).
COMMENTS:
if no separate electrical service is needed, then there are no new requirements from
Light and Power. Any relocation of existing facilities will be at the developer's
__expense.
2. There is a large (13KV) transmission line located underground near the south
property line. This line should be located in the field and not encroached upon by
the proposed enclosed vehicle storage building. Normal development charges will

3. There is an existing eight inch diameter water main that serves the site and an
existing 24 inch diameter sanitary sewer main south of the main building. The
water main must be extended to the western property line of each phase for a
future loop with a main in Linden Street. A sand and oil interceptor will be
required on the sewer connection from the vehicle storage area. For further

4. The site is located in the industrial Zone District. The.proposed land uses are
permitted in this zone. Please note the following two Industrial District Standards
that trigger a Planning and Zoning Board (Type Two) review:
"All new structures greater than fifty thousand (50,000) square feet in floor .
area shall be subject to Planning and Zoning Board review."
"Any building addition that exceeds fifty thousand (50,000) square feet in
floor area or exceed twenty-five (25) percent of the gross floor area of the
existing building, whichever is greater, shall be subject to. Planning and
Zoning Board review."
5. The Code requires that there be no more than .75 parking spaces per employee or
submit an Alternative Plan that meets the specified criteria. (The Alternative
Compliance section for parking requirements was recently adopted by Council and
does not appear in the March 28, 1997 version of the Code.)
6. Landscaping should be provided on the north side of the domes to mitigate the
impact along East Vine Street.
7. A sidewalk should be added connecting the Traffic Dept. to the existing parking
lot.
8. The Poudre Fire Authority will require that the existing dry pipe system in the
existing building be converted to a wet pipe system. Also, since paint will be
stored, please submit a Hazardous Material Impact Analysis and Hazardous
Material Managment Plan.
Since the two domes will exceed 5,000 square feet of uncontained floor area, and
since the stored material is non-flammable, a variance from the -requirements -of-----_
Uniform Building Code will be needed from the Building Board of Appeals.'

10. Please contact Matt Baker, 221-6605, for estimates on the applicable Street
Oversizing Fees for the renovation and the new domes. Also, please be aware of
the Capital Improvement Expansion Fees that may be due.
11. Please indicate in the submittal whether or not new employees will be.using the
East Vine Streets Facility as a result of the renovation and expansion.

12. It is recommended that a pedestrian sidewalk be added from the entry of the
offices east to Lemay Avenue.
13. Be sure to add bike racks near the entrances. Racks should be permanently
anchored to concrete and not interfere with walkways.
14. The site is located in.the Dry Creek Drainage Basin. The storm drainage fee in
this basin is $5,000 per acre of new impervious surface. The submittal should
include. a Drainage Report, Erosion Control Plan, and Grading and Drainage Plan.
Be sure to verify that existing drainage patterns are not altered and that storm
flows are properly routed to the approved outfall. If there are new drainage
patterns, these must be shown on the plans. New development must conform to
the existing overall drainage plan for the entire facility. For further information,
