Staff has reviewed the request for East Vine Streets Facility, Amended Final
P.U.D., and offers the following comments:
1. Any changes in electrical loads or additional electrical service (meters)
required need to be coordinated with Light and Power.
2. The future building shown no the south side of the site is over the existing
13,000 volt electrical line that serves the site. Relocation of this line will
be costly to the Streets Department.
3. Electrical development charges for additional developed parcels (Lot 4B
and detention pond) will apply even if additional power is not required.
4. The Street Oversizing Fee is calculated to be $8,938.50. This fee is
based on the expansion only and calculated on the additional trip
generation provided in the Traffic Impact Study.
5. Please verify with Ron Gonzales, Poudre Fire Authority, and compliance
with the Fire Code in terms of access and water supply.
6. The plan should be processed as a Major Amendment rather than an
Amended Final P.U.D. Please refer to Section 2.2.10 (B) of the Land Use
Code. Please change the title blocks accordingly. This will still require
consideration by the Planning and Zoning Board.
7. On the south side of the two proposed vehicle storage buildings, there is a
setback area that must be landscaped in accordance with Section 3.2.2
(J), page 29 of Article Three. Please specify that this area will be treated
with turf and specify the distance to the south property line. This would be
a good place to re -plant the trees that are to be removed.

8. To the west of these two aforementioned buildings there are 12
vehicle/equipment storage spaces. This area is considered a vehicle use
area and must satisfy the perimeter Parking Lot Perimeter Landscaping
requirements of Section 3.2.1 (E) (4), page 10 of Article Three. Again, this
would be a great place to re -plant trees that are to be removed.
9. Similarly, along the north property line, there is a row of parking
vehicle/equipment storage spaces that must be mitigated.
10. Also along the north property line, there is a new medium/small vehicle
storage building. This building must be setback a minimum of five feet
from property line. This setback must be landscaped.
11. In general, please check the Landscape Plan to assure compliance with
Section 3.2.1 (H) (6), page 16 of Article Three which refers to "...providing
screening of areas of low visual interest or visually intrusive site "
elements."
12. There needs to be one canopy shade tree per forty lineal feet along the
walkway connecting the new parking lot to the renovated building in
accordance with Section 3.2 .1 (E) (5) (d), page 13 of Article Three. If
clustering is the preferred design, then please submit an explanatory letter
for Alternative Compliance as per Section 3.2.1 (N), page 20 of Article
Three.
13. In the northeast corner of the site, there is an area described as "new
asphalt." What is this area used for? Please note what is anticipated to
occur on this portion of the site.
14.. Please indicate handicap access ramps for the handicap parking stalls.
-- -- 15. With a new combined total of 111 parking stalls, a total of five -handicap— — — ---
stalls are required. The plan only indicates two stalls on the new parking
lot and no indication on the existing parking lot. Be sure that between the
two parking lots, there are a total of five handicap -parking stalls.
16. The Department of Natural Resources would prefer to see more native
grass to reduce water consumption in remote, low -use, low -visibility areas.
17. Please indicate whether a new trash enclosure and bike racks will be
added to the site as a result of the proposed plan. If these items are to be
added, please indicate on the Site Plan.
18. The Site Plan should indicate the distance to the nearest property line for
all the new/renovated buildings.
This concludes Staff comments at this time. Engineering/utility comments have
been forwarded under separate cover. Before resubmitting revised plans, please
call for the number of prints. As always, please call if you have any questions or
concerns regarding these comments.

Accessible exterior wheelchair routes and parking facilities shall be provided with each phase of
the development in accordance with Uniform Building Code Chapter 11, Appendix Chapter 11, Division I
and the American National Standards Institute Publication Al 17.1-1992 titled Accessible and Usable
Buildings and Facilities. Accessible parking spaces are eight feet wide with a five feet wide adjacent
access aisle. Slopes for parking and access aisles shall not exceed 1:50 in any direction. Accessible
parking spaces shall be located on the shortest possible route from adjacent parking to an accessible
building entrance.
Buildings larger than 5000 square feet shall be equipped with an automatic fire -suppression system
throughout in accordance with Uniform Building Code Section 904.2.2 as amended by the City of Fort
Collins.
Buildings (riew construction) shall be designed to comply with the Fort Collins Energy Codes. The.
residential code is an amended version of the 1995 Model Energy Code and the nonresidential code is
based on ASHRAE/IES (American Society of Heating, Refrigerating and Air-conditioning
Engineers/Illuminating Engineering Society) 90.1-1989.
