Response: Tree separation requirements have been met on site. The final street tree locations along Drake Road ROW will be coordinated with existing and proposed utilities, City Forestry, and Stormwater to meet city staff’s decision on separation requirements at final. For hearing all trees along Drake have been as ornamental species. Overstory trees can be considered for the parkway at final once utility conflict spacing has been coordinated with Forestry and Utility Departments. Comment Number: 2 04/15/2019: FOR HEARING – UNRESOLVED: 03/11/2019: FOR HEARING: The meter is located on the fire service instead of the domestic service. 2 Please show and label the curb stop. Response: Meter location has been moved off the fire line and on to the domestic service line. Comment Number: 5 04/15/2019: FOR HEARING – UNRESOLVED: Not all appurtenances labeled. 03/11/2019: FOR HEARING: Please label the domestic water and the fire tap as a "wet tap" and label all appurtenances. Response: “wet tap” has been added to the plans, and all water appurtenances have been labeled. Please coordinate with Wes Lamarque at 416-2418 . Response: Noted. As discussed on the telephone April 29, we have modified and reduced the number of storm drains from the chambers to the detention pond. Comment Number: 4 04/15/2019: Reminder FOR FINAL PLAN: COMPLIANCE. 03/11/2019: FOR HEARING: Please provide a drainage easement for the limits of the underground storage chambers. Response: Noted. Once drainage design is finalized, we will provide easements. Comment Number: 11 04/16/2019: FOR HEARING: The revised Site Plan is now encroaching into the existing detention pond. The revised grading is also not shown and there is no documentation if the existing detention pond is retaining all the required volume. Please provide a revised grading plan and documentation showing that the revised detention pond will still have the required volume. Response: The grading and detention pond volume calculations have since been provided to the City for preliminary review. Response: Noted Comment Number: 10 03/12/2019: INFORMATION ONLY: Based upon the area of disturbance, State permits for stormwater will be required since the site is over an acre and should be pulled before Construction Activities begin. I have a suggestion for a small addition to the sidewalk out to Drake. Response: Sidewalk to Drake is now revised to reflect the comment. Comment Number: 3 04/16/2019: Architectural modulation: Where the recessed vertical portions divide the building, they would have a greater effect of modulating the overall mass if they were neutral fairly dark gray to recede and separate the different portions. 3 locations, two on the south and one on the north. Response: Revised elevations and renderings reflect the comments. Department: Internal Services Contact: Jonathon Nagel, 970-416-2701, jnagel@fcgov.com Topic: General Comment Number: 1 4 04/15/2019: INFORMATION ONLY: The Community Recycling Ordinance (No. 109 2016) requires that all new business and multifamily complexes subscribe to recycling service that is at minimum 1/3 of their overall service capacity (total bin capacity x number of weekly pickups, include both trash and recycling when calculating overall service capacity). In general recycling containers must be at least 50% the size of proposed trash containers to meet this requirement. Please make sure proposed containers meet this requirement and that adequate space is provided in all enclosures. Response: (4) 4-yard dumpsters are located within the building (see attached sketch). Comment Number: 2 04/15/2019: FOR FINAL PLAN: Please label the capacities of the proposed trash and recycling dumpsters on the plan enlargement for the trash room. Response: Capacities have been added to the plan (see attached sketch). Comment Number: 3 04/15/2019: FOR HEARING: All enclosures and staging areas are required to provide methods to protect the interior walls from being damaged by dumpsters. Common methods include metal framing, bollards, angle iron/curbing. Please provide details on the trash room plan enlargement. Response: Wall bumpers have been added to the plan (see attached sketch) Comment Number: 4 04/15/2019: FOR FINAL PLAN: With 55 units you are likely to need ~23 cubic yards of trash service and ~15 cubic yards of recycle service per week. Even with 4 yard dumpsters (the largest available on wheels) greater capacity for trash will most likely be needed, a compacting unit it highly recommended or additional space could be provided for an additional dumpster. With 4 cubic yards for recycling ~4 weekly pickups will be needed, a compacting unit could also be used for these materials. Compacting units will reduce number of weekly pickups and save money long term. Response: 4) 4-yard dumpsters have been provided (a compactor will not be used). Comment Number: 5 04/15/2019: FOR HEARING: Curb cuts will need to be provided in front of the trash room to allow service containers to be wheeled in and out smoothly if not done so already. Response: Curb cuts / ramp will be provided (see attached sketch). Comment Number: 6 04/15/2019: INFORMATION ONLY: Please be aware dumpsters cannot be stored outside for pickup (unless stored in an enclosure)and the hauler will need to have access to the storage room unless onsite staff is able to assist in granting them access. Response: The hauler will have access to the trash room and management staff will also be there to assist. Comment Number: 7 04/15/2019: FOR HEARING: 5 The dotted lines showing the trash room on the site plan do no appear to match the trash room itself (since only one door is shown for the trash room and multiple appear within the dotted lines. Please update the dotted lines or provide additional clarity Response: The drawings have been revised to reflect the current size of the trash room. Please call me for correct locations. 03/07/2019: INFORMATION ONLY: 2018 IFC CODE ADOPTION - Poudre Fire Authority and the City of Fort Collins (Town of Timnath, Larimer County) are in the process of adopting the 2018 International Fire Code. Code adoption is anticipated in early 2019. Building plan reviews shall be subject to the adopted version of the fire code in place at the time of plan review submittal and permit application. Response: An auto-turn exhibit was provided, and we reviewed the extent of the Fire Lane signage with Andrew. These will be added to the plans for Final approval. Comment Number: 9 03/08/2019: INFORMATION ONLY: Since this building is addressed from Drake but accessed from Joseph Allen, the full address including street name shall be required on the Joseph Allen elevation to assist with prompt emergency response. Response: Acknowledged Department: Forestry Contact: Nils Saha, nsaha@fcgov.com Topic: Landscape Plans Comment Number: 5 04/15/2019: FOR FINAL PLAN: PLAN: Given the condition of tree #9, transplanting is not recommended. I assume relocation is required due to the proximity of the storm drain. Forestry would permit removal of this tree. Mitigation requirements have been met in the landscape plan. A Tree Removal Justification Letter would be required. Response: A tree removal feasibility letter will be provided at final. Comment Number: 6 4/15/2019: FOR FINAL PLAN: The tree mitigation summary (page 5) indicates there are six trees to be transplanted and six trees to be preserved. The table above shows seven trees to be transplanted and five to be preserved. Please update both tables to account for tree #9. Additionally, the “location of transplanted trees” symbol for 6 tree #9 needs to be changed on the landscape plan. Response: Table updated to reflect new mitigation numbers. Landscape plan is now also updated to show a mitigation tree and updated ‘transplant’ symbols. Comment Number: 7 04/15/2019: FOR HEARING: Please add the following note regarding transplanting: “Transplanting tree #3-8, (three Austrian pines and three southwest white pines), shall follow the recommendations of a qualified tree transplanting contractor in terms of size, staking, mulching and irrigation.” Response: Note has been added to the tree mitigation plan. Comment Number: 8 04/15/2019: FOR FINAL PLAN: The Tree Species Diversity table does not match what is shown on the landscape plan. Please update the table to reflect the following changes: JB: 11 shown (not 10) CC: 3 shown (not 5) QMU: 1 shown (not 2) AS2 and PN2 are not included in the diversity table. Response: The table will be updated for final plan. Comment Number: 9 04/15/2019: FOR FINAL PLAN: Tree diversity is calculated based on proposed species. Currently, Juniperus chinesis does not meet species diversity standards (~17%). Substituting any of the other conifer species to decrease the number of junipers would work here. Response: The diversity table will be updated to show only the proposed trees. This will be resolved by final plan. Comment Number: 10 04/15/2019: INFORMATION ONLY: While forestry encourages increasing species diversity, we also want to relay current information about the suitability of certain species in Fort Collins and provide guidance in species selection that would help ensure maximum tree survival in the long term. While most of the species are incorporated in small numbers and changes are not required, please consider the following information: Zelkova serrata: Based on previous plantings, this species has not done well in our climate. A hybrid elm (David, Discovery, New Horizon) can provide similar characteristics and is more suitable. Pyrus calleryana ‘autumn blaze’: show poor resistance to fireblight. Chanticleer, red spire or Cleveland select are alternate options. Response: Thank you for providing the information. We will consider this when we move into the final plan stage of the project. Comment Number: 11 04/15/2019: FOR FINAL PLAN: Hackberries have an average of 50’ canopy spread. A hackberry is proposed approximately 10’ from the building (see redlines). Please incorporate a columnar or ornamental species in this space. Response: This will be updated with a tree better suited to the location by final plan. Comment Number: 12 04/15/2019: FOR FINAL PLAN: Shade trees are preferable over ornamentals. The southern portion of Joseph 7 Allen Drive is approximately 75 feet in length. Shade trees need to be at least 40’ and ornamental trees at least 15’ from a streetlight. Twenty-five feet of space is required between shade and ornamental trees. Please incorporate a shade tree in place of one of the chanticleer pears and adjust spacing accordingly. Response: The street tree species will be updated for final plan. Comment Number: 13 04/15/2019: FOR FINAL PLAN: The Street Tree Permit Note should be included on every page of the landscape plan. Response: The note will be added to final plans. Comment Number: 14 04/15/2019: FOR FINAL PLAN: The two sugar maples proposed on the south side of the building are not properly spaced (please see redlines). Please increase the spacing between these two trees. Response: The spacing will be adjusted by final plan. Comment Number: 15 04/16/2019: FOR HEARING: The parkway to the south runs parallel to a storm drain. Please check with stormwater about whether shade trees will work for this parkway. There is also potentially space on the west side of the parkway for additional tree stocking. Response: Street trees now along parkway on Drake Road. Ornamental species have been picked to accommodate the tight spacing between the existing utilities. The final locations of street trees will be coordinated with Forestry and Storm Water at final. Three-Phase service could be supplied from this oval vault. Please show connection into the existing vault and routing of primary electric along the western frontage of Joseph Allen Drive. Response: Noted, we will coordinate with L&P Comment Number: 3 03/11/2019: FOR FINAL PLAN: Please show proposed electric routing through the site to ensure minimum utility spacing is being met. A minimum of 10 feet separation is required between all water, sewer and storm water facilities. A minimum of 3 feet is required between natural gas. Response: Noted. Comment Number: 6 04/15/2019: FOR FINAL PLAN: An additional light is needed along the Drake Road Frontage. Please add additional light 200 feet west of the existing light at the intersection of Joseph Allen Drive and Drake Road. The additional light does not appear to be in 8 conflict with any of the proposed trees. 03/11/2019: FOR FINAL PLAN: Streetlights will need to follow City of Fort Collins Street Light Standards. A 40 feet separation on both sides of the light is required between canopy trees and streetlights. A 15 feet separation on both sides of the light is required between ornamental trees and streetlights. Please coordinate the light placement with Light & Power. Electric meter locations will need to be coordinated with Light and Power Engineering. Each residential unit will need to be individually metered. Please gang the electric meters on one side of the building, opposite of the gas meters and show on the Utility Plans. Reference Section 8 of our Electric Service Standards for electric metering standards.
