The comments are offered informally by Staff to assist you in preparing the detailed components of the project application. Box ';SO • Fort Collins, CO 80522-05S0 • (303) 221-6750 CONCEPTUAL .REVIEW STAFF COMMENTS MEETING DATE: April 29, 1001 ITEM: City of Fort Collins Streets Facility - East Vine Drive APPLICANT: City of Fort Collins Streets Department, c/o Vaught - Frye Architects, 2900 South College Avenue, Fort Collins, CO. 80525 LAND USE DATA: Request to convert the old Sugar Beet Plant on East Vine Drive (32 acres) into a facility for the City of Fort Collins Streets Department. Operations would include administrative offices, vehicle storage, outside material storage, and future expansion. Access will be gained from Linden and Lemay. COMMENTS: 1. Normal Light and Power development charges will apply. These charges are based on front linear footage along a public street, and square footage of developed area. If the existing electrical load will be upgraded, then a Commercial One (C-1) form must be completed by an electrical contractor. Any modifications to the existing electrical system will be at the developer's. expense. .Lf it is necessary to install new transformers, then.the location must be coordinated with Light and Power. 2. The phasing of the improvements on the entire site will determine the extent to which electrical fees are charged. Fees are typically based on how much property is being developed. 3. Water service cannot continue to be taken off the existing ELCO water line. Water service must. be taken off the 24 inch diameter main in Lemay, or the 12 inch diameter main in Vine. The existing ELCO hydrant must be abandoned. 4. There is a 24 inch diameter sewer trunk that runs -north to south just east of the large brick building. This trunk may- be -tapped with a manhole or a main to serve the property — 5. The Streets Department must be charged the water and sewer plant investments fees. 6. There is a small portion of the site in the Poudre River floodplain. This area can be easily avoided. The site is located in the Dry Creek drainage basin. Onsite detention is required. If impervious surface is added in Phase One, then temporary onsite detention may have to be added. A Drainage Report and Drainage and Grading Plan are required. 7. The site is zoned I-P, Industrial Park, which allows the use subject to administrative review by the Planning Director. If it is the direction of City Council to take the request to the Planning and Zoning Board, then the project will be so referred. 8. The property is adjacent to the Andersonville subdivision which is zoned R-L, Low Density Residential. Section 29-403 of the Zoning Code is the landscaping section for the I-P zone. This section refers to an 80 foot landscape buffer strip that normally consists of a continuous evergreen.screen with a minimum height of six feet and planted in -three rows, with trees 20 feet on center. If the zoning district line is on a street right-of-way, the requirement for a buffer strip shall be reduced to at least 50 feet, and such buffer strip shall consist of a continuous evergreen screen, a minimum of six feet. in height and in two rows, with trees 20 feet on center. Variations from these standards may be permitted if the City Forester and Director of Planning find that such variations provide an equal amount of effective screening., 9. Public parking lots must landscaped with a minimum of 6% of the area in landscaping. 10. The large building should continue to be equipped with a fire sprinkler system. The water supply to this system should be upgraded and modernized as it is probably very old. Vehicular access must be maintained around the buildings for emergency equipment. Storing of salt in one of, the buildings should be discussed in detail with the Poudre Fire Authority. 11. The current City water truck loading operation, presently located at the Trolley Barn on Howes Street, would be better located at the proposed facility. Please continue discussions with the Water and Sewer Department regarding relocation of this service. 12. The Building Inspection Division requires that_all_occupancy separations required by the U.B.C. be observed. 13. The west curb cut on Linden Street should be shifted 200 feet to the south to avoid conflicts with the stop sign for Vine Drive. 14. Right-of-way dedication will .be required on Linden Street, based on.the future alignment of Redwood. 15. The amount of Street Oversizing Fee will depend on the land use and amount of land be used. The Phasing Plan will help determine these factors. Storage areas are assessed a fee of $7,003 per acre, and government office is assessed at $10,504 per acre. Please consult with Matt Baker, City Engineering Department, 221-6605, for details. 16. The results of the Traffic Impact Analysis will indicate the extent of the public improvements that have to be constructed to mitigate the impacts of the proposed project. 17. The easterly curb cut on Lemay should align with the existing street serving Andersonville (San Cristo or Romero). 18. Permission from the railroad may have to be obtained to cross their right-of-way with any utilities. 19. Screening on the southerly property line will be very .important. Outside storage of materials should be landscaped and screened as best as possible. 20. Bicycle parking should be provided for employees. 21. New structures should respect the architectural character of the original building. 22. Security lighting should not spill offsite. 23. The separate paint storage building should comply with the latest regulations of the Poudre Fire Authority. These structures have special occupancy classifications and require special separation requirements.
