For your information, attached is a copy of the Staff's comments concerning the Minor Plat for Tattoo Studio at 1008 N. College Ave. which was presented before the Conceptual Review Team on.March 25, 1991. The comments. are offered informally by Staff to assist you in preparing the detailed components of the project application. 'Modifications and additions to these comments may be made at the time of formal review of this project. Box 580 • ,Fort Collins, CO 80522-0580 • (303) 221-6750 CONCEPTUAL REVIEW STAFF COMMENTS MEETING DATE: March 25, 1991 ITEM: Minor Plat for Tattoo Studio at 1008 N. College Ave. APPLICANTS: Esther Mae Gibson 1512 S. Shields St. Fort Collins, CO 80521 Peggy Skibo 1001 N. College Ave. Fort Collins, CO 80524 LAND USE DATA: Request to use an existing building for a Tattoo Studio. The building is currently used for car sales and used car parking. The entire property is 3.3 acres but the applicant intends to use only a portion for the tattoo studio. A back building will be used for paper storage. COMMENTS: 1. If the back building requires water or sewer service, you will need separate water and sewer taps to serve it. 2. If the back building changes use from a paper storage area, please contact Roger Frasco at the Fire Authority for any fire requirements you will have to meet. 3. The zoning on the property is H-B, Highway Business, use permitted in the B-L District are allowed in the H-B. Any use permitted in the B-L, Limited Business District, not located in a shopping center, is subject to. the following a. The yard and parking requirements—of—the—B-L Limited Business District shall be applicable. b. The landscape requirements of the B-L, Limited Business District, shall be applicable. I will attach.some information specific to these requirements. 4. The width of the newly created lots will have to be a minimum of 751. The Lot area will have to be at least 2 times the .floor area of the buildings. Any building.must be at least 20' from any zoning line or alley way. 5. At least 6% of the interior parking, and drive area will be required to be landscaped. 6. A landscape plan will be required as part of your submittal. I will attach some information on this requirement. If you have any questions, please do not hesitate to give me a call and we could set up a time to meet and discuss the requirements of a landscape plan. 7. The property is located in the Dry Creek Floodplain. If you will not be adding any impervious. (paved or built on) surfaces then no drainage report would be necessary. Please show the floodplain on the plat with a note, and also note the elevation of the water surface. If the building is ever vacant for more than one year, it would have to meet the requirements of the flood plain regulations. 8. If the north side of the building is less than 10 feet from the property line, the north wall would have to be a one hour fire rated wall. 9. The building will have to be handicapped accessible and any bathroom will have to be handicapped accessible, if it is feasible to do so. The Building Inspection Department would be glad to review your plans and will work with you if you have difficulty meeting these requirements. Please contact Sheryl Helms at 221-6760 for further assistance. 10. The Engineering Department will meet with you to discuss the future plans for the Fort Collins Expressway. College Avenue is. master planned as a major arterial and the City would foresee eventually needing an additional 20' of right-of-way from this property. 11. You will be required to obtain a State Highway Access permit for your proposed access to College Avenue. The Engineering Department can assist you with the application. It generally takes about one month to"process the application. Call Mike Herzig at 221-6750 for further information. . 12. The Transportation and Engineering Departments have looked at the site and determined that they will not be requiring you .to install curb, gutter, and sidewalk at this time, but they a landscaped buffer area, or with planters similar to what is existing on the site. The planters should be arranged to define an access point on your site. Additional access from the north or south will probably still occur, It would be a good idea to meet with the Engineering and Transportation Departments, the adjacent property owners, Zoning, and myself to see if we can work out a solution to the access situation.
