Box 580 Fort Collins, CO 80522 Dear Sir or Madam, Larimer Co., S.H. 287 Skibo Minor Subdivision Between Hemlock St. & Pinion St., Ft. Collins E. Side We have reviewed the Skibo Minor Subdivision proposal, and we have the following comments: Projected traffic on S.H. 287 indicates the need for a 120 foot total right of way, 60 feet each side of the highway centerline. Since the existing width along this property is 40 feet east of the centerline, additional width to meet the projected need should be protected by reservation or, preferably, dedication, as permitted by City regulations. Access to the state highway from the parcel will be subject to review for conformance to the State Highway Access Code. The City of Fort Collins is the issuing authority for Access Permits within the city. With the i.n.f_ormation presented, we are unable to determine the current or anticipated use of the property. If there is a change of use from—thecurrent—use that will increase traffic to the site by 20%, an Access Permit will be required. Our comments on access are based on the information presented for this property only. If the property owner has any interests or ownership in adjacent property along the highway, this information should be provided since it may affect our comments. We are also unable to determine the direction of surface run-off for any proposed development. At such time that a development is planned, we ask that on site detention of surface run-off be provided so that the historical, run-off rate will not be exceeded due to the development. The highway drainage system is for the protection of the state highway right of way and is not intended to accommodate drainage from abutting properties beyond that which has historically been accepted. City Planner/Ft Collins ^� July 15, 1991 Page 2 At such time that development is planned for the parcel, there should be some attention given to landscaping to assure that any landscaping within the right of way does not impair the sight distance at the highway access, does not present a safety hazard, and would not unreasonably conflict with future highway expansion. _ Thank you for the opportunity to review this proposal.
