Dear Mr. Hooper,
The Planning Department has received your comments, dated July 15,
1991, regarding Skibo Minor Subdivision. As. you recall, the single
lot subdivision is located on the east side of College Avenue
between Hemlock Street and Pinion Street in the City of Fort
Collins. The information we submitted for your review consisted
only of a plat, and therefore we feel it is important to explain
the project further to you and to respond to your comments.
A copy of a site plc:ri sketch is enclosed for your information. The
applicant is proposing to relocate his business, a tattoo studio,
into the existing building. To do so, he must plat the property to
create a legal lot in the City. The site iscurrently used as part
of the sales lot for a car dealership (Import Autos) to the north.
Therefore, the project is merely a change in use which will riot
increase the traffic by more than 20% over the current use and so
no Access Permit is being required. Also, because the project is
only a change in use with no development or redevelopment of the
property at this time, the City cannot request dedication of right-
of-way, nor does the City "reserve" right-of-way.
The only change to the exterior of the site is some landscaping
required by the City Zoning Code along College Avenue. The
landscaping will also help define an access to College Avenue as
shown on the site plan. Currently, there is an open curb cut
except for the existing planter box. The landscaping to be
constructed will probably be similar to the existing planter box
with the understanding that it will not obstruct sight distance nor
present a safety hazard and may be removed with future highway
expansion.
Parking will be at the south side of the existing building with the
exception of two handicap parking stalls in front of the building
along College Avenue. Parking and emergency access will be
provided by an off -site easement on the property to the south.

Finally, the present owner of the lot being platted as Skibo Minor
Subdivision owns the adjacent properties. However, the owner will
be selling the newly created lot to the tattoo studio owner after
the subdivision is recorded.
