Comment Number: 4 Comment Originated: 05/26/2020 05/26/2020: "FOR HEARING" comments will need to be addressed and resolved prior to moving forward with scheduling the Administrative Hearing. Staff will need to be in agreement that the project is ready for hearing approximately 3-5 weeks prior to the hearing to make the appropriate arrangements and meet notification requirements. Creative Angle Builders (CAB) Response: Existing trees and tree canopies have been field located and are depicted on the existing/proposed conditions map. CAB Response: Specific site plan redlines have been addressed and new site plan has been included with this resubmittal. Department: Engineering Development Review Contact: Marc Virata, 970-221-6567, mvirata@fcgov.com Topic: General Comment Number: 1 Comment Originated: 05/25/2020 05/25/2020: FOR HEARING: The plat shows the dedication of an irrigation easement. The Certificate of Dedication statement has the City as being the beneficiary/grantee of easements and there appears to be no distinction being made as the irrigation easement being conveyed to another entity. It should be verified as to who is the beneficiary of the irrigation easement, and that entity has given the OK with the project going to hearing with the irrigation easement as depicted on the plat. CAB Response: The ditch in front of the property that is closest to Scenic Drive is owned by Trilby Lateral Ditch, however the ones that are behind the house are privately owned by Ms. Nittman. Irrigation easement entities have been noted on the final plat, along with signature approval blocks. Comment Number: 2 Comment Originated: 05/25/2020 05/25/2020: FOR HEARING: The plat shows a "private access" easement being dedicated together with the emergency access and utility easement. Private access easement would be incongruent with being dedicated to the City. It would seem that this private Page 2 of 6 access easement should be indicated separately and not being conveyed to the City. CAB Response: A note pertaining to the private access easement (pa) has been added to the final plat in note form on sheet 1 of 2 and in note form on sheet 2 of 2. This language mimics that used for the plat of old town north third filing. Comment Number: 3 Comment Originated: 05/25/2020 05/25/2020: FOR HEARING: It is believed that Xcel Energy would need to sign the plat for the establishment of easements crossing their existing easement. Xcel should also be providing either an OK comment and/or a letter of intent not objecting to the plat going to hearing. CAB Response: A signature block for Xcel energy has been added to the final plat. Comment Number: 4 Comment Originated: 05/25/2020 05/25/2020: FOR HEARING: There does not appear to be any information showing existing and/or proposed utilities. Where/how will water/sewer be provided? CAB Response: City of FC has provided a Will -Serve letter for water and sewer. As stated during project meeting on May 26m with City staff, this is not required at this point. Comment Number: 2 Comment Originated: 05/21/2020 05/21/2020: FOR HEARING: If the property is to be subdivided and a new Single -Family Dwelling is to be serviced from the existing transformer, the existing electric line, from Scenic Drive to the transformer, and the transformer will need to be in an easement, as well as a path to Lot 1 for a future electric service. This will require the underground electric line to be located and surveyed. Please see the my redlines. CAB Response: A 10' utility easement encumbering the existing power service has been added over and across lot 2. This will also serve proposed lot 1. The existing underground power service was field located and falls within the proposed public utility easement along the common lot line. Department: PFA Contact: Jim Lynxwiler, Topic: General 970-416-28699 jynxwiler@poudre-fire.org Comment Number: 1 Comment Originated: 05/25/2020 05/25/2020: FOR HEARING: DEAD-END FIRE LANES The proposed Emergency Access Easement (EAE) creates a dead-end fire lane of approximately 240 feet in length with no turnaround. As currently shown, this configuration would not be acceptable. Dead-end fire access roads in excess of 150 feet in length shall be provided with an approved area for turning around fire apparatus. As access to both properties will be served by this EAE dedication, the recommended solution is to create a hammerhead style turnaround that overlaps with the drive connection proposed on Lot 1. Comment Number: 2 Comment Originated: 05/25/2020 05/25/2020: FOR HEARING: FIRE LANE SPECIFICATIONS Plan approval requires that additional information be provided so as to ensure the fire lane is being constructed to minimum specifications (provided previously). Details to be noted on the site plan. Comment Number: 3 Comment Originated: 05/25/2020 05/25/2020: FOR HEARING: REQUIRED WATER SUPPLY Current code requires a fire hydrant, capable of providing 1000 gpm at 20 psi residual pressure to be located within 400 feet of any residence. For the purposed of this section, this distance is measured along an approved path of vehicle travel. The closest available hydrant is located on Scenic Drive to the east, at a distance of approximately 635 feet from the proposed residence and approximately 725 feet from the existing residence at 1000 Scenic Drive. > In order to satisfy current fire code requirements, the installation of a fire hydrant is required. Location TBD. The alternative to installing a hydrant is to install a residential fire sprinkler system in the new home as an offset to the hydrant requirement. > The existing residence at 1000 Scenic Drive is non -compliant with regard to water supply requirements, however, this condition will be considered pre-existing and will not be subject to the hydrant requirement unless further development is proposed on Lot 1. The installation of a hydrant (as noted above) would be recommended (but not required) so as to serve both newly created Lots by this subdivision. > Either a new fire hydrant shall be noted on the updated plans or the plans Page 4 of 6 shall note that construction of a residence on Lot 1 will have a fire sprinkler requirement attached to the building permit. Comment Number: 4 Comment Originated: 05/25/2020 05/25/2020: FOR HEARING: ADDRESS POSTING New and existing buildings shall have approved address numbers placed in a position that is plainly legible, visible from the street fronting the property, and posted with a minimum of four -inch numerals on a contrasting background. This requirement shall apply to both properties (existing and proposed). As access to both lots shall be shared by the same driveway, the addresses shall also be posted at the driveway connection at Scenic Drive.
