FIRE LANE DEDICATION - Since portions of the existing fire lane are being
vacated while other portions are being dedicated, I ask that we clean up the
boundary of the fire lane to the best extent possible. I ask that the area on the
west side of the building where the dedicated EAE does not match the built
drive lane be revised accordingly.
United Civil Response: The existing emergency access easement will be entirely vacated. One
emergency access easement on the east side of the building one emergency access easement on the west
side of the building will be dedicated by separate document so that it lines up with the built drive lanes.

AERIAL APPARATUS ACCESS - The site plan does not allow to proposed
project to meet IFC D105 with regard to aerial apparatus access for buildings
greater than 30 feet in height. This comment is to verify that applicant has
improved aerial apparatus access where possible. In those areas of the
building less accessible, ships ladders are being installed at critical locations to
allow for improved roof access to various elevations of the roof. This plan
provides and acceptable method of meeting the intent of the fire code via
alternative means. Roof ladder details to be approved at time of permitting.
Signage may be required to accompany ladder placement and to detail
directions.
ALM2s Response: We concur with the explanation of roof access and will continue to coordinate with PFA
as the design further develops with the intent to provide a continuous pathway from the south and west
sides of the building to the north side working around and over roof mounted equipment and ductwork.

with a pad mounted transformer but that is subject to change as the design develops further. Once the
construction drawings are complete and the project has been bid then we can fill out this form and provide
the names of the general contractor and electrical subcontractor.

and phase 2 buildout showing that the large rooftop units are not readily visible from the on -site or
immediately adjacent parking lots and buildings. We are proposing a metal screen wall along the entire
length of the flat roof section to screen the equipment from the adjacent Spring Creek Trail running along
the north side of the building.

RMS Response: RMS met on site with Forestry on July 16, 2020 to inventory existing trees and discuss
leveler. In a follow up email Nils Saha indicated she had spoken to Shane Boyles and he indicated there
could be some flexibility in the design. The updated plans show actual locations of trees (previous trees
were sited based off of aerial photography due to no development being planned there initially. The leveler
has been updated and coordinated with staff for most minimal length needed as well as maximum
distances from tree trunks. A proposed depth of 2" with rebar anchors along the curb to anchor in place.
FOR FINAL - We will want to discuss the design of the level spreader.

For the rain garden - I would like to see a grading detail and cross section
(perpendicular to the building) on the plans. Please delineate and dimension
the footprint of the rain garden to show the required storage/ footprint is

Please work with Environmental Planning to satisfy requirements for
development construction within the Natural Habitat Buffer Zone (NHBZ).
RMS Response: The wall has been designed to now include a stone veneer as well as having the native
shrubs in front to screen the low wall. During staff review boulders in front of the wall were discussed,
however with the new direction for the emergency egress exits the space between the exiting landing and
wing walls needed to have a level area where people could safety walk through the LID feature in the event
of an emergency.
FOR FINAL — the rain garden will need a forebay or energy dissipation along
with all other required design details. Please consider if the rain garden will
need an impermeable liner due to the proximity to the building.

Please discuss the construction requirements for the raingarden with
Floodplain. It appears you will need to work in the floodway to construct.

The proposed boulder wall conflicts with an existing water meter. You will need
to provide 6-feet of separation (min.). Please check the other water meter for
separations also.
United Civil Response: The location of the meter has been adjusted so that it sits at the back of the
sidewalk. There is one instance that only has 4' of separation between the face of the boulder wall and the
outside of the meter pit, but the rest of it has more than 6' of separation in all directions. Given the existing
stie constraints, we are hopeful that this will provide adequate clearance.

both large and small, regardless of what activities take place on the site.

06/30/2020: FOR APPROVAL: Could the architect please verify the number of
egresses actually required on the north side of the building? Based on previous
submittals and conversations with the applicant and code compliance, three
egresses are not needed.
Staff is concerned about the character, amount of walls, concrete and lighting
being proposed on the north side of the building. This level of development, in
conjunction with the encroachment, diminishes the ecological character of the
buffer zone and does not conform to the performance standards in 3.4.1 of the
Land Use Code.
ALM2s Response: Based on our calculations for the proposed rooms/spaces along the north side of the
building, all three exits shown are required. Two of these are existing and the third is proposed to be
added to provide the required second exit out of the north lounge space. We also confirmed with Russ
Hovland that this exit is required,

This project site includes a busy section of the Spring Creek Trail. There do not
appear to be any impacts to the trail at this time. However, please add the
following notes to the plans stating:
1. There shall be no equipment, materials, or items stored on the Spring Creek
Trail or within the trail easement. If there is a need to close a section of the trail
for any reason, a traffic control plan is required to be submitted and approved
through Traffic Control. The Parks Department will sign off on it once submitted.
Please keep the closures to the shortest amount of time depending on work
scheduling and flow. Parks Department Planning staff can help with any
questions you may have regarding these standards. Please contact Jill Wuertz

There do not appear to be any impacts to the Spring Creek Trail. However the
Demo Plans are confusing, the demo hatching extends over the trail to the
property line and doesn't align with Limits of Disturbance. Please clarify. If
there will be impacts to the trail, please coordinate with us and see comment
one if any section of the trail will be impacted.
United Civil Response: The hatching was for the Emergency Access Easement vacation, this hatching has
been removed as the entire EAE is being vacated and a new platted area that is align with actual drive
aisles is being dedicated. No impacts or changes to the trail are being proposed with this development.

We understand the need to have egresses on the north side of the building to
meet code compliance for emergency egress. However, Parks and Parks
Planning have concerns about those connecting directly to the trail. Internal
discussion and coordination is needed to fully understand the code compliance
aspect of these egresses. Parks will follow up with the applicant the week of
July 13th after we have had a chance to discuss with other departments.
(Original Comment) Please remove the egress walkways (areas in red) from
the building connecting to the trail. These walks should be used for internal
pedestrian circulation independent of the trail and cannot provide direct access
from the trail to the buildings. Access to the recreational trail from the internal
bike/pedestrian system should be provided at limited and defined access
points.

construction fencing to protect the trail and trail users from equipment and

Based on what we know about columnar buckthorn, there is high winter mortality
for this species. Some varieties of buckthorn have invasive tendencies and are
not recommended for landscapes (I believe Rhamnus frangula may be
included). Please consider substituting other columnar species.

There appears to be existing ash trees on site. The City of Fort Collins is
anticipating the spread of an invasive pest, the Emerald ash borer (EAB), within
city limits. Please note these ash trees will be impacted, if not treated.
Please consider the following options for the existing ash on site:
1) Shadow plant: plant new trees between, near, or within the canopy of Ash
trees that will eventually be removed. The thought around shadow planting is that
you are planning ahead and allowing new trees to grow before other trees are
removed.
2) Coordinate with City Forestry to remove and stump grind the soon -to -be
untreated Ash and plant new tree(s) in its place.
3) Treatment option: The standard that City Forestry recommends for analyzing
trees for treatment include size (12 inches or greater), condition (fair or better),
and structure of ash trees. If the developer decides to treat their ash trees, this
will need to continue for the rest of the tree's life, or the tree will eventually
become infested with EAB. There are a few different treatment options, but the
City is choosing to use systemic injections of Emamectin benzoate every three
years to treat strategically chosen public ash trees. We believe this treatment
choice is the most effective and the most environmentally friendly.

It appears that there is a proposed curb that's weaving through the trees in the
northwest corner near the floodway. Only half of these trees were inventoried.
What are the anticipated impacts to the root system with the proposed curb
(please provide details regarding extent of excavation, fill etc.)? An additional
site visit may be required to inventory any trees that may be potentially
impacted. Please note that cut or fill greater than 4" is not permitted within the
dripline, per Forestry's Tree Protection Standards.
RMS Response: RMS met on site with Forestry on July 16, 2020 to inventory existing trees and discuss
leveler. In a follow up email Nils Saha indicated she had spoken to Shane Boyles and he indicated there
