Dear Tony,
City Staff has reviewed your submittal for Amigos at South College
PUD preliminary and offers the following comments:
1. This project can not have full access to College Avenue
without Kensington being built. Kensington can not be built
without the property owner to the north being involved. The
City Transportation Department has looked at many
alternatives, including half road designs, but no alternative
provides a safe and acceptable solution at. College and
Kensington.
2. The City Engineering staff has looked at some alternatives for
the half road design and may have ideas that involve temporary
median changes which might make the intersection work safely.
Mike Herzig will return from vacation on July 1 and will
discuss these ideas with Transportation prior to meeting with
the applicant. A meeting between Engineering, Transportation,
Planning, Matt Delich, Bill Strickfaden, and yourself would be
helpful in resolving this access issue.
3. The Transportation Staff is very concerned about this access
issue -and -at this-time-concludes_that_unless_Amigos accepts
limited access ie. right in and right out only, they would
have to recommend denial of the project.
4. Projected traffic on College Avenue indicates the need for a
140 foot total right of way, 70 feet each side of the highway
centerline. The highway department would like to request an
additional 10 feet, to meet the projected need, be protected
by reservation or dedication. This recommendation is subject
to City Code.
5. Access to the Amigos site must be limited to the access from
Kensington Drive, with no (or possibly right in and right out
only) access to College Avenue on the South side of the
parcel. Access to this area has been specifically designated
in the South College Access Plan as being limited to
Kensington Drive.

6. The Highway Department strongly discourages the offset of the
east leg of Kensington due to the potential conflicts from the
opposing traffic and the additional time required for phasing
the traffic signal. The proposed configuration of the
intersection with the east leg of Kensington entirely within
the .subject parcel is not acceptable to the State Highway
Department.
7. Access to College Avenue will require an Access Permit. The
application for that permit can be obtained from the City of
Fort Collins Planning Department, through Mike Herzig. The
permit should be submitted to the City. Access will be
considered to be a private access until such access is
constructed and accepted as a local public roadway. The
proposed access must reasonably conform to the intent of the
State Highway Access Code and the South College Access Plan.
8. The highway drainage system is for the protection of the state
highway right of way and is not intended to accommodate
drainage from abutting properties beyond that which has
historically been accepted. Either provide on -site retention
and release at historical flows or direct storm flows away
from College Avenue.
9. It is the developer's responsibility to obtain the necessary
right-of-way for the full width of Kensington Drive, from the
adjacent owner to the north. The City is not in a position at
this time to obtain this right of way. The Planning
Department will schedule a meeting with Mr. Holter to discuss
this situation.
10. This site appears to be very tight for emergency vehicle
access, especially for the auto service building. The car
wash building is beyond the 150' access requirement. Locating
the mechanical equipment room on the north end of the building
will alleviate the Fire Authorities concerns for access to
this building.
11. The private drive and all common parking lots must be called
out as access easements.
12. An 8' easement is needed along all roadways. Enclosed is a
copy of the landscape plan showing the location of future City
street lights in this area. Please make necessary adjustments
to the landscape plan to keep proper distances between street
trees and street lights. A standard clearance sketch from
Light and Power has been attached.
13. US West will need utility easements along the west and north
property lines.
14. Street trees should not be planted within 4' of Public Service
gas facilities.
15. The Water and Wastewater Department has comments related to
the Utility Plans, please consult those plans for these
comments and adjust the site and landscape plans if necessary.
16. Street trees along College Avenue should be placed between the
sidewalk and the curb. Additional tree plantings can occur in
the planting area between the parking lot and the back of the
walk. The Planning Staff would like to see a grouping of
evergreen trees at the south side along College Avenue, as
well as additional trees on the south property line in the .
vicinity of the car wash and along Kensington Drive by the
Auto Lube Center.
17. The applicant may wish to consider additional shrubbery in the
parking lot islands if these are high traffic areas and
maintaining sod is a problem.
18. The menu board for the drive -through lane is not .shown. The
City Sign Code would allow only two free standing signs for
this center (if it is one lot) and a free standing menu board
which is visible from any property line would be considered a
free standing sign. There is a variance procedure through the
Zoning Board of Appeals for this situation. As is common for
other PUD's along College Avenue, signage should be limited to
one freestanding sign on College Avenue.
19. Please include schematics and architectural elevations of the
buildings and the sign package. Include in this package
information on any building signage being proposed. The
center should appear as a cohesive unit with common
architectural details and colors. Please include details
about the proposed lighting package with the final submittal.
20. Please indicate any existing trees on the landscape plan and
indicate whether they will be removed or saved.
21. The Private Drive shown east of the Car Wash should be
included in this PUD-site plan, landscape -plan, —and -plat.
22. What is the situation with the residential uses, are they
existing? If so what provisions have been made to screen them
from the uses on this PUD. Staff would like to see a letter
from the residential owners as to their approval of this
project. Staff has some questions about the compatibility,of
these uses with the existing residential units. Perhaps
further explanation of the existing situation is necessary.
23. The identity sign at the eastern property line should be
located in a planting bed with shrubbery. If this is a one
lot subdivision only two freestanding signs, one for each
street frontage will be allowed. If you propose to create a
second lot for the auto related uses, that_lot will have to
have frontage on a dedicated public right of way. That lot
would be allowed to have one freestanding sign.

24. Please include proper signature blocks on the plat, site plan,
and landscape plan.
25. The buildings, including restrooms, are required to meet the
handicapped accessible requirements.
26. A sediment/oil separator.is recommended to drain and clean the
trash enclosure area runoff.
27. Please provide a parking analysis, considering number of
employees and peak hours.
28. The entrance on Kensington will need to be redesigned to
better facilitate circulation between the various uses. It is
a bit confusing as designed. The Engineering staff will be
happy to meet with you to discuss ideas they have on this
situation. One suggestion is to separate the in -coming and
out -going traffic with a landscaped median.
29. Storm Water comments are not available at this time. I will
forward them to you as soon as they become available.
This concludes staff comments at this time. In order to stay on
schedule for the July 22, 1991 Planning and Zoning Board hearing,
please note the following deadlines:
Plan revisions are due July 31 1991 by 12:00 noon.
PMT's, colored renderings, and 10 prints are due July 15,
1991.
Final mylars and other documents are due July 18, by 12:00.
