Re: Amigos at South College Preliminary P.U.D. ##91-36
Dear Kirsten,
Here is our response to City Staff Comments of 6-20-91:
1. Further to the meeting with City Staff on Monday July 1st we
2. now have a clearer definition of City Transportation's
3. position on Kensington Drive. That is a private drive,
entirely on Amigos property which will be restricted to right -
in, right -out movements. And that a pork chop island at the
College intersection would be permitted, provided it is
designed to City Engineers approval. We have faxed a
conceptual right -in, right -out drive to Amigos in Nebraska,
for their comments on this design. We faxed you a copy of
this, also. We hope to speedily resolve this important issue.
4. Public R.O.W of 70 feet now indicated on Site Plan and Plat.
5. This comment is partially correct. The South College Access
Plan does permit right -in, right -out only curb cuts subject
to criteria of the Access Plan, as was discussed a Monday's
meeting. It is the understanding of the property owners at
the Harmony/College intersection that a right -in, right -out
will be allowed by the City.
6. Highway Department comment noted. Refer to comment 1, 2 & 3.
7. Access Permit to be obtained at time of Final by our
Engineers.
8. Refer to Parson's drawings for drainage of site abutting the
Highway.
9. Comment on obtaining R.O.W from Mr. Holter is noted. As you
are well aware Mr. Holter is not at this time at all
interested in granting R.O.W. over his property. We hope your
meeting with Mr. Holter proves more fruitful than any of our
client meetings.

10. Emergency vehicles enter site from College and Kensington
Drive / or the internal private drive alternative. From the
Amigos customer parking lot the west, north and south walls
of the Car Wash can be accessed within the 150 feet
requirement. The Car Wash, consisting of open bays, can thus,
also, have its Easterly walls accessed from the west. The
Machine Plant Room, functionally needs to be in the center of
7 bays. This is within 150 feet of the access road. Also,
in the event of a fire, emergency vehicles could turn around
in the space to the east of the Car Wash.
11. Private drives and all common parking lots called out as
access easements, on Preliminary Plat.
12. 8' easement shown along College & Kensington. Please see
Preliminary Plat. Tree location have been adjusted on
Landscape Plan to respect locations of street lights, as per
copy picked up at our meeting of 7-1-91.
13. Comment regarding U.S. West utility easements noted.
14. Street trees relocated at least 4' away from Public Service
Gas facilities.
15. Water & Wastewater comments noted and landscape plans adjusted
accordingly, and at Final P.U.D. stage.
16. Street trees along College Avenue placed between sidewalks and
curbs, as requested. And groups of trees placed between
parking lot and back of walk. Additional trees placed on
South property, and along Kensington Drive, as requested.
Additional groups of trees on College, kept away from signage
for good visibility.
17. Parking lot islands shrubbery revised for high traffic areas,
as advised.
x 18. Menu Boards tentatively shown on Site Plan. Comments
regarding signage, allowances, sign code, and variance
procedure noted, and will be addressed in suitable detail at
Final P.U.D. approval.
19. Architectural elevation and signage indicated on sheet #2.
Lighting Details to be shown at Final.
20. Refer to Landscape Plan for fate of existing trees.
21. Private Drive east of Car Wash, will be an access easement.
Refer to Plat.

Residential uses are existing. The owner of these properties
is Bill Strickfadden (Fort Collins Assemblage), and he
approves of the Amigos at S. College P.U.D. development.
At time of development of the Car Wash and Lube Center, and
the east access driveway, the existing residential uses will
be relocated, as necessary.
23.
Identify sign at eastern property here now located in planting
bed with shrubbery, as requested. 2 lots are proposed, each
with street frontages. Your comments on Sign Code
freestanding sign allowances noted.
24.
Signature blocks will be shown on Final P.U.D. documents, as
per Development Manual reqirements.
25.
Comment regarding handicapped accessible reqirements noted.
26.
Note re sediments / oil separator recomendation noted.
27.
Parking analysis being provided by Amigos, and we will get
this to you as soon as it is available. Amigos are confident
that the parking provided for their customers and staff is
more than adequate.
28.
The entrance om Kensington appears to us to segregate incoming
and outgoing traffic very well. The addition of a median, we
feel, would make the entranceway unnecessarily complicated and
awkward to manoevuer. Perhaps your concern is the one way
exit from the Car Wash and Lube Center. To accentuate this
we have narrowed this down to 12 feet width, and indicated
arrows on the Site Plan, which show traffic flow directions.
