HomeMy WebLinkAboutSOUTH FORT COLLINS VETERINARY CENTER PUD PRELIMINARY - 46 91 - CORRESPONDENCE - STAFF'S PROJECT COMMENTSi Developr. .t Services Planning Department City of Fort Collins November 15, 1991 John Dengler John Dengler & Associates 318 Starling Street Fort Collins, CO. 80526 Dear John, City staff has reviewed your submittal for the SOUTH FORT COLLINS VETERINARY CLINIC - Preliminary P.U.D., and offers the following comments: 1. The building envelope(s) need to be delineated on the Preliminary Site Plan. 12.) A plan/character drawing for the site sign on the South Mason Street frontage must be submitted. This should define the size, materials, colors, wording intent, etc. If this sign is to be over 42" high it must be moved 2' west in order to be outside of the "sight distance triangle". 3. Label South Mason Street. 4. A minimum 8' wide utility easement is required on this property outside of and parallel to the South Mason Street right-of-way. 5. U.S. West has stated that the developer must: a. provide space in the building to terminate telephone cable. b. provide conduit from the terminal room to a point on the Mason Street property line. The size of conduit and the point on the property line are to be designated by U.S. West. C. provide enough front lot utility easement width to accommodate telephone cable and any other utility to be run along South Mason Street. 6. Public service has an existing 2" mill -wrapped steel gas line 3' east of the west right-of-way line for South Mason Street. This building does not meet the 150' fire access requirement of the Poudre Fire Authority. The veterinary hospital portion is shown to be provided with fire sprinkler protection. The kennel area apparently is not. The kennel configuration and fencing make fire fighting unduly difficult, compounded by the confined animals. If this were another occupancy there would be no question that the entire building would have to be sprinkled. Please contact Wally Jones with Poudre Fire Authority at 221-6570 to discuss possible solutions. 8. The Preliminary Site Plan and engineer's Grading & Drainage Plans must be consistent with one another. 9. Modify the Grading & Drainage Plans to include water and sewer services. Indicate the size of the services and include meter details. 10. City Stormwater Utility offers the following comments: a. The drainage report is acceptable for the preliminary submittal. b. The primary issue to be addressed with the final P.U.D. review is detention of street runoff to meet the 0.5 cfs/acre release rate. C. An erosion control report and plan is needed with the final P.U.D. submittal. d. Landscaping may interfere with drainage swales if drainage pans are needed. Slopes less than 2% require concrete pans. e. Red -lined copies of the drainage report and plans have been forwarded to the project team engineer. Please return the report and plans with your revisions. 11. There should be handicapped ramps provided on both sides of the entry at South Mason Street. The ramp by the handicapped parking space must not empty into the parking space. 12. Please indicate the anticipated/approved uses west of the ditches as shown on the Preliminary Site Plan. 13. The concept of some level of wetland/retention pond in the southeast portion of the property is, from a design standpoint, a very positive amenity. It is understood that nature of the intent of the area needs to be refined to determine what types of plant materials will be best suited. It does seem somewhat paradoxical, however, that in this semi- arid Colorado climate a significant water feature is proposed, clearly delineated and surrounded by a low water zone. 14. The areas at the entry intended to be irrigated bluegrass and higher water intensive plants could possibly be considered for a xeriscape oriented approach. South Mason Street could be a very intensive, harsh environment on the plants. 15. City Natural Resources comments are as follows: a. Use of evergreens in the wetland/retention portion of the site may be inappropriate. This will be reviewed further at the final P.U.D. level. b. The grading transition between the lots at the southern property line should be examined. This may or may not be of concern. C. Will the low water requirement zones be irrigated? It is recommended that irrigation be provided, at least until the plants are established. 16. Where will the ornamental tree and shrubs go if/when the "potential future drive to garage at doctor's quarters" is AVP�IWAA constructed? 17. A east -west cross section through the dog boarding kennels, from about the parking area to the railroad tracks, should be provided. A noise level study in conjunction with this would be helpful to understand the impacts on the area. 18. What type of lighting is being proposed? What amount of coverage is needed and will the lighting impact the surrounding area? 19. The various components of this proposal will be evaluated by the Auto -Related and Roadside Commercial point chart and the Business Service Uses point chart, coinciding with your submittal. Please review the red -lined copies of your point charts attached to this letter. It appears that this request will score well on the Auto -Related and Roadside Commercial chart but may fall just short on the Business Service Uses chart. Some criteria, joint parking for example, is still a topic of discussion. 20. It is important to decide how much of the dog boarding kennel area is to be part of the initial phase, with the Preliminary Site Plan representing that decision. This concludes staff's comments at this time. To stay on schedule for the December 16, 1991 Planning and Zoning Board hearing you should be aware of the following deadlines: Plan revisions are due November 27, 1991 by 12:00 noon. Please contact me for the required number of each plan and document. PMT's, renderings, and revisions are due December 9, 1991. Final documents, including all signed mylars, are due December 12, 1991. I think it important that we meet at your earliest opportunity to discuss these comments.
