' veterinary hospital on the west side. The distance between these
accesses is 112 feet. This analysis of the geometry utilized the
' long range traffic volumes. Since the sum of the conflicting left
turns is 5 vehicles during the peak hours, this conflict was not
considered to be critical. However, the traffic activity at the
office building access was higher and had the potential for
conflicts with the veterinary hospital traffic. The distance
between the existing office building access and the proposed
veterinary hospital access is 197 feet. Center left -turn lanes are
' not required at either location. Therefore, all left turns from
Mason Street would occur from the through lane. Based upon the
operations analysis, both of these left turns from the major street
are at level of service A during the peak hours. Based upon recent
research ("A Methodology for Using Delay Study Data to Estimate the
Existing and Future Level of Service at Unsignalized
Intersections," Heffron and Bezkorovainy, ITE, 1990), each left
' turn from the major street will be delayed 2 seconds. It is
concluded that there will not be left -turn conflicts nor will
the through traffic be delayed enough to require a center left -turn
lane.
C. Sight Distance Analysis
Fort Collins staff requested a sight distance analysis of the
veterinary hospital access to Mason Stree`. Fort Collins design
1 standards indicate that the corner sight distance on arterial
streets should be 500 feet. The sight distance analysis was
conducted in the field by locating the proposed access. Using a
' driver eye height of 3.5 feet, a sight line was determined in each
direction which did not cross any property not included in this
proposal. To the north, that sight line was along the sidewalk,
as indicated in -Figure 6. To the south, that sight line was along
the sidewalk and the street, also indicated in Figure 6. The
corner sight distance to the north was determined to be 470 feet.
This is slightly less than the required 500 feet. Since the 500
feet is based upon a 50 mph design speed and the posted speed i.s
at 30 mph, the 470 feet is determined to be adequate. The sight
distance to the south is greater than 1000 feet.

' V. CONCLUSIONS/RECOMMENDATIONS
Based upon the findings of these technical analyses,
' conclusions and recommendations are identified.
- The proposed veterinary hospital, kennels, and retail store
are feasible from a traffic engineering point of view. The
proposed uses will generate approximately 190 vehicle trips
per day.

I. INTRODUCTION
Dr. Rainey Corbyn, DVM, has proposed to build a veterinary
hospital and kennel west of the Mann 4 Theater in Fort Collins,
Colorado. The site is between Mason Street and the Colorado &
Southern Railroad tracks. The site location is shown in Figure 1.
The purpose of this study is to address the traffic impacts
of this facility in the short range future (1991 plus this
development) and the long range future (when traffic volumes
increase to the projections developed by the City of Fort Collins).
The focuses of this review are access requirements to Mason Street
and the operation of the key intersections. The City of Fort
Collins staff specifically requested evaluation of the sight
distance for vehicles exiting this site and the potential for left-
11 turn conflicts along Mason Street.
II. EXISTING CONDITIONS
A. Existing Roads
The major existing road in the area is Mason Street. Mason
Street is located approximately 600 feet west of College Avenue and
runs parallel to College Avenue. In southern Fort Collins, Mason
Street runs from Monroe Street on the north through Harmony Road
on the south. Mason Street is classified as an arterial street,
but more accurately functions as a recirculation street for College
Avenue. Since College Avenue has limited direct access to some
properties, Mason Street allows access to occur easily to the
properties between College Avenue and Mason Street. There is also
a strip of land between Mason Street and the railroad tracks which
has been developing as primarily specialty retail uses.
�1 Between Horsetooth Road and Harmony Road, Mason Street has one
14 foot lane in each direction. There are 4 foot bike lanes on
each side of the street and a 2 foot gutter pan. The total curb -
to -curb width is 40 feet. There are sidewalks on both sides of
Mason Street, except for a few short gaps on the west side of the
street. There is a sidewalk along the entire frontage of the
subject property. The posted speed limit on Mason Street is 30 mph
in both directions. Mason Street has signals at the Horsetooth
Road and Harmony Road intersections. There are no intermediate
signals on Mason Street. Mason Street has the right-of-way at all
intermediate street and driveway intersections.

B. Existina Traffic Conditions
Peak hour traffic counts were obtained at three Mason/driveway
intersections near the subject property. Counts were obtained
during the morning, noon, and afternoon peak hour of the street in
October, 1991. The peak hour traffic counts are shown in Figure
2. Based upon historic peak hour versus daily traffic information
on similar streets in Fort Collins, the traffic on Mason Street
north of Creger Drive is between 7000 and 7500 vehicles per day.
The existing peak hour operation at the busiest counted
intersection is shown in Table 1. Calculation forms are provided
in Appendix A. This operation is acceptable. Acceptable operation
is defined as level of service D or better. A description of the
level of service at unsignalized intersections is provided in
Appendix B. Two accesses (theater and parking lot) were not
analyzed since the turning volumes at these intersections were much
lower than that of the office building intersection. The through
volumes on Mason Street were within a few percent of each other at
all intersections.
C. Surroundina Land Uses
The proposed veterinary hospital will eventually be bordered
on at least three sides by some type of commercial uses. However,
at this time, the adjacent parcels to the north and south are
vacant. The parcel to the west of the proposed veterinary hospital
across the railroad tracks is currently vacant. There is a 4-plex
theater (Mann 4 Theater) and an adjacent theater parking lot east
of the site.
III. FUTURE TRAFFIC PROJECTIONS
A. Development Assumptions
Two future years were analyzed. The short range future
included the existing traffic plus the proposed veterinary hospital
traffic. The long range future included the existing traffic,
factored to reflect daily volume of 10,000 on Mason Street, plus
the proposed veterinary hospital traffic. In all available traffic
projections developed by the city, a daily volume of 10,000 has
been the highest shown for Mason Street. This is likely the
maximum for a two lane street. With this volume, it is assumed
that the parcels to the north and south of the veterinary hospital
will be occupied by commercial uses.

B. Site Trite Generation
Normal trip generation of a proposed use is estimated using
the latest publication of Trip Generation prepared by the Institute
of Transportation Engineers. However, the use of a veterinary
hospital and kennels is not one of the uses listed in this
document. Therefore, the trip generation was estimated from
information supplied by Dr. Rainey Corbyn, DVM, developer and owner
of the proposed facility. The proposed facility will be developed
in phases with the hospital and half (50) of the kennels as the
first phase. A retail (animal related items) facility and the
remainder of the kennels would be developed at a later phase.
The veterinary hospital will open at 7:30 AM and close at
5:30-6:00 PM. The kennel and store would have the same hours. It
is expected that there would be 4 visits per hour to the hospital.
This results in 80 trips per day and four vehicles in and 4
vehicles out during the analyzed peak hours. The kennel operation
will not be as busy and will be unpredictable with regards to when
patrons would arrive. It is estimated that the kennel operation
would generate 4 visits per day, resulting in 8 vehicle trips per
day. To create a worst case, it is assumed that one visit would
occur during each of the analyzed hours. A high estimate of the
retail traffic is 4 vehicles per hour. While some of the retail
visits will be by the same people visiting the veterinary hospital,
for analysis purposes, a conservative approach was taken. It was
assumed that all retail traffic would be new traffic. It was
assumed the employees would add another 20 trips per day with
appropriate amounts during the analyzed peak hours. Table 2 shows
the breakdown of trips by the various uses on this parcel. The
total shows that there would be approximately 190 daily vehicle
trips with 20, 22 and 20 occurring in the analyzed peak hours. The
analyzed peak hours were selected to reflect the times when both
the street traffic and site generated traffic were at their
highest.
C. Trip Distribution
Trip distribution for the newly generated trips was based upon
the distribution of residential area in/near Fort Collins. Most
veterinary hospital generated trips will be home based. It was
assumed that 70 percent of the traffic would be to/from the north
and 30 percent of the traffic would be to/from the south.

D. Traffic Assignments
Utilizing the trip generation estimates and the distribution
assumptions, projected site generated peak hour vehicle trips were
assigned to the intersections on this segment of Mason Street.
Although it is expected that this facility would be developed on
a phased basis, the assignments assumed full development at both
the short range and long range future, so that an update to this
traffic study would not be required if the developer/owner decided
to fully develop sooner than anticipated. Figure 4 shows the
morning, noon, and afternoon peak hour assignments with the
existing traffic on this segment of Mason Street. Figure 5 shows
the morning, noon, and afternoon peak hour traffic with the
existing traffic factored to reflect a daily volume of 10,000 on
this segment of Mason Street.
IV. TRAFFIC IMPACTS
A. Traffic Operation
Using the peak hour traffic volumes presented in Figure 4, the
key intersections will operate as shown in Table 3. Calculation
forms are provided in Appendix C. The key intersections were
determined to be the access to the veterinary hospital site and the
north access to the office building to the south. The office
building access was determined to be a key intersection since the
times of highest activity at this intersection would be the same
times as the highest activity at the veterinary hospital. Although
there is another access closer to the veterinary hospital access,
it only serves the parking lot south of the movie theater. The
activity at the theater is very low (none observed during traffic
counting times when the veterinary hospital activity would be at
its peak). Therefore, it was determined that the potential for
conflicts did not and would not exist in this segment_..o.f—Mason
Street. The access to the office building is approximately 60 feet
south of the parking lot access. With the existing geometry, the
two key intersections operate acceptably.
Using the peak hour traffic volumes presented in Figure 5, the
key intersections will operate as shown in Table 4. Calculation
forms are provided in Appendix D. With the existing geometry, the
two key intersections operate acceptably.
D. Left -turn Conflicts on Mason Street
Fort Collins staff requested an analysis of the potential for
left -turn conflicts on Mason Street between the existing access to
the parking lot on the east side and the proposed access to the
