Dear John,
Staff has reviewed your submittal for The SOUTH FORT COLLINS
VETERINARY CENTER PUD, Final and has the following comments to
offer:
1. The Water Utilities Department comments are shown in red -line
on a copy of the Final Grading & Drainage Plan that has been
forwarded to the engineers. Please contact Mark Taylor.at 221-
6681 with questions relating to water & sanitary sewer.
2. Light & Power has.stated that the preferred location for the
electric transformer is on the east side of the building.
Please contact Kevin Westhuis at 221-6700 to coordinate the
location.
3. A fire line for the fire sprinkler system required in the
veterinary hospital building. Access through the indoor'runs
for fire personnel must be shown.

Transfort has asked this question: "What._.affect—w l-l--this
development have on any future development of passenger rail
service along the. Burlington Northern corridor?"
5. It is my understanding that the 6' high solid wood fence along
the west side of the outdoor runs has been moved in closer to
the end of the runs. This creates a potential planting area
outside of the fence. The Preliminary Landscape Plan provided
more intensive plantings on this side of the facility than is
shown on the Final plan. Possibly a mix of evergreen trees and
variety of shrubs could be included with the Golden Raintree
to give a fuller noise & visual buffer and break up the
expanse of fence. I know that there is a drainage swale in
this area; however, plantings can be included and still allow
the swale to function properly.

6. The pure xeriscape design is a good approach for this site.
Possibly a few Burr Oak could be added along Mason Street to
provide larger plants at the street frontage for this
\ property. The Gambel Oak, at the 5 gallon size proposed, will
take a while to give significant impact. Plains Cottonwood is
rye• available in larger sizes than the #5 container and should be
specified at a larger size, if it is used. I �^ 4,
7.. All landscape maintenance, including that in the public
R.O.W., shall be the responsibility of the owner. The property
line/R.O.W. (east side of property along Mason Street) should
be shown on the Landscape Plan.
8. The standard notes concerning the landscaping must be added to
fit( the Site and Landscape Plans. These are in reference to the
issuance of•a free permit and the timing for installation or
sufficient collateral (125% of estimate of landscaping) being
provided.
9. Is the existing drainage ditch on the Site Plan actually the
series of 4 lines just east of the Multi -Family Residential?
An arrow from the label to the ditch should be added.
10. Labeling in the building envelope, to identify the various
proposed uses, should be added to the Site Plan.
11. What type of lighting is being proposed on the building
itself? Will there be any lighting on the west side of the
facility? Please show and describe the intent on the Site
Plan.
12. Notes relating to the energy conservation measures being used
must be included on the Site Plan.
13. The note on the Site Plan indicating the time the dogs will be
enclosed indoors for the night should be expanded to include
the time they will be let out in the morning.
This concludes staff's comments at this time. Additional comments
may be forthcoming as City departments and outside agencies
continue to review the plans. Please be aware of the following
deadlines to assure the ability to stay on schedule for the
February 24, 1992 Planning and Zoning Board hearing:
Plan revisions due February 5, 1992 by 12:00 noon. Please contact
me for the number of each document required.
PMT's, renderings, and revisions are due February 18, 1992. Ten
copies of the Site, Landscape, and Sections Plans must be submitted
for the Planning and Zoning Board members packets.
