Paragon Point, presented before the Conceptual Review Team on March 29, 1993.
The comments are offered informally by Staff to assist you in preparing the
detailed components of the project application. Modifications and additions to
these comments may be made at the time of formal review of this project.

CONCEPTUAL REVIEW STAFF COMMENTS
MEETING DATE: March 29, 1993
ITEM: Paragon Point Filing Four
APPLICANT: Trustar Inc. (Byron Collins) c/o Jim Sell Design,
117 East Mountain Avenue, Fort Collins, CO. 80524.
LAND USE DATA:
Request for 72 single family .lots on 11.42 acres, located east of
South Lemay Avenue, and south of Paragon Point Filing Three.
COMMENTS:
1. Light and Power can supply electrical power to the site via
existing conduits stubbed across Lemay Avenue.
2. Water is supplied by the Fort Collins -Loveland Water District
and sewer is supplied by the South Fort Collins Sanitation
District.
3. The Parks and Recreation Department will not provide any
maintenance of the common areas along Lemay Avenue. This area
must be maintained by the Homeowner's Association.
4. Parks and Recreation Department encourages the developer to
continue the process of dedicating the City's portion of
Fossil Creek Trail to the City. As of yet, the trail easement
has not been dedicated.
-- 5. The Parkland Development Fee is $625 per unit due at thetime---
.of building permit issuance.
6. The site is located in the Fossil Creek Drainage Basin. The
Storm_uDrainage Fee in this basin is $2,274 per acre subject to
the a' nt of impervious surface and runoff coefficient.
7. The Drainage Report must comply with the overall drainage plan
approved for the entire Paragon Point development. An Erosion
Control Plan will be required. Please verify how the
floodplain is being modified and the impact, if any, on the
storage capacity of the floodplain. Will any of the drainage
patterns affect the paths? Please verify.
8. The islands in the cul-de-sacs must be equipped, with drip
irrigation, not spray. The drive around the islands must be
constructed with full depth asphalt and full curb and gutter.

The idea a PVC protective barrier to protect the roadbase
sounds like a positive solution that furthers the protection
of the pavement.
9. The Street Oversizing Fee is $584 per unit due at the time of
building permit issuance.
10. If there is found to be a high ground water table in the area,
and a subdrain system to be installed, then it is highly
recommended that a hydrology study be conducted. The subdrain
system must be reviewed by the City as part of the Utility
Plans.
11. The landscape and decorative fencing that has been approved
for Filings One and Three should be consistently applied to
the Fourth Filing.
