Kint Glover regarding the his proposal to build a four-plex with 3 bedrooms per unit on the .25 acre Lot 9 of the Blevins Subdivision. A high density infill development, which would have high intensity of human activity, is too intense a usage for the surrounding Low Density Residential neighborhood. We also know that increased traffic and parking problems cannot be handled by the existing neighborhood. The maximum size development we will support at this site is one duplex with 2 bedrooms per unit (total: 4 bedrooms). We would be appreciative if you would please enter the letter into the file on Lot 9 at Blevins Court. Thank you very much. Sincerely, Emily Smith, Vice -President Prospect/Shields Neighborhood Association PROSPECT/SHIELDS NEIGHBORHOOD ASSOCIATION 1000 West Prospect Fort Collins, CO 80526 Robert Kint Glover 2101 Lindenmeier Rd Fort Collins, CO 80524 July 20, 1991 Dear Mr. Glover, I am writing on behalf of the Prospect/Shields Neighborhood Association with regard to the four-plex with 3 bedrooms per unit you are proposing on the .25 acre Lot 9 of the Blevins Subdivision. Our association judges that the development you are proposing for this R--L zoned property would have unacceptable impact on our neighborhood. Of primary importance to our neighborhood association is the promotion of a sense of neighborhood identity and community. Our neighborhood is currently carrying its share of high density infill developments which have a high intensity of humane activity. Therefore, we are careful to give critical evaluation to all proposals which: 1. increase the intensity of human activity in critical areas of our neighborhood, 2. encourage short-term residents, 3. contribute more traffic --- (automobiles, bicycle, and pedestrian) to neighborhood streets, which are currently unable to handle traffic and parking numbers over their designed capacity. Our association views whatever development built on the Blevins Court property as critical to preserving identity, compatibility and quality of life for residents of the existing single family residences on Blevins Court, South Whitcomb Road, West Lake Street and West Prospect Road. The neighborhood immediately surrounding this site is not a neighborhood in decay, homes are in nice shape and all residents, be they resident homeowners or renters, have a sense of pride and community. The proposal you are making for 12 bedrooms on this single family lot is too intense a use for this site. Increased traffic and parking are issues that we feel you must recognize. Whitcomb Road is an established subdivision street not designed to handle its present traffic and parking load. Parking impact created by CSU students makes for a presently unacceptable situation. Any added traffic and parking at this point is not acceptable. We realize that the Blevins Court property presents a unique problem for anyone to develop. We do not think that the proposal you presented at the June 6, 1991, Neighborhood Meeting takes into consideration the site specific needs of this particular neighborhood. Therefore after careful evaluation the maximum size development we will support at this site is one duplex with 2 bedrooms per unit (total: 4 bedrooms). uincerel.x, XU Emily M.
