Fire access is required to within 150 feet of all portions of the building. This was
previously detailed when the south building addition was proposed some years
ago.
> A plan to dedicate a fire lane was approved at that time but it's unclear if a
fire lane was ever dedicated as required. Expansion of the outdoor fenced area
to the north of the building prompted this site re-evaluation and the need to
redesign the fire lane was identified. The plat adequately details the redesign of
the fire lane around the north and west side of the building but does not
reference required fire access on the south side of the building.
> In order to approve the plat, the fire lane will need to be designed (and
constructed) so as to account for access to all portions of the building's
perimeter as described above.
> Clarifying the IFC perimeter access requirement: When any portion of the
facility or any portion of an exterior wall of the first story of the building is located
more than 150 feet from fire apparatus access, the fire code official is
authorized to increase the dimension if the building is equipped throughout with
an approved, automatic fire -sprinkler system. This language may provide some
leeway for possibly relocating the hammerhead turnaround further to the north in
conjunction with expanding the fire lane to the SE corner of the site. I'm happy to
discuss off line to determine best outcome for all.

impervious area. Gravel is considered to by 50% impervious. An increase
greater than 1,000 sf of impervious area may require mitigation including
detention and water quality/LID.
Response: A drainage letter has been provided that documents the existing and proposed impervious
areas. Due to the nature of the fire lanes required the increase imperviousness is over 1,000 sf. We

have provided this documentation in the drainage letter and believe that the slightly increased impervious
area will be treated by a grass swale and the negligible increase in runoff does not warrant increased
detention storage.

06/19/2020: FENCE LENGTH: The maximum length of continuous, unbroken
and uninterrupted fence or wall plane shall be forty (40) feet per Land Use Code
Section 3.9.8(C). The existing fence does not meet this standard, and extending
the fence an additional 50 feet would bring the fence further out of compliance.
Please add some kind of "break" in the fencing so it is not a single uninterrupted
length. Consider adding landscaping pockets along the fence, a material
change, columns, or some similar kind of treatment that will break up the
fence line into sections no more than 40 feet in length.
Response: Pine trees have been added to the west of the fence to break up the length of the fence.

equipment/vehicle to be stored in the storage area, and how tall are you
proposing the fence to be? Land Use Code Section 3.9.7(B) requires that the
screening provided (in this case, the fence) must be tall enough to cover the
equipment being screened.
Response: Crates and assembled machines no taller than 6will be stored in the storage yard. The
proposed fence height is 8'.

expansion or redevelopment on this site will be subject to several sections of
the Land Use Code, including Article 3 (General Development Standards) and
Division 4.21 (General Commercial Zone District). In particular, any expansion
or redevelopment of this site will need to meet standards in Division 3.9
(Development Standards for the 1-25 Corridor) and the requirements found in
the Prospect Road Streetscape Program
(hftps://www.fcgov.com/planning/pdf/prospect-rd-streetscape.pdf). Several
relevant requirements are listed below for reference:
• Developments along the 1-25 frontage roads and ramps shall provide a
minimum thirty (30) foot setback from the future edge of right-of-way, as
determined by the City.
• A detached six (6) foot wide concrete sidewalk is required along both sides of
the 1-25 frontage roads. The sidewalk shall be parallel to the road a minimum of
ten (10) feet from the edge of curb. The offset from the curb may vary with a
smooth transition.
• At all intersections along Prospect Road and the 1-25 frontage roads the
sidewalk shall parallel the road for a minimum distance of sixty (60) feet and
shall connect to pedestrian crosswalks at all comers.
• Grading adjacent to sidewalks shall allow for positive drainage away from the
sidewalk for a minimum of 1 foot on both sides of the walk.

Fire lanes shall be dedicated as Emergency Access Easements (EAE) and be
constructed to minimum standards. All required portions of the fire lane shall be
designed to support 40 tons. The fire lane sur AT ALface on the east side of building is
required to be hard surface. That portion of fire lane along the north and west
sides of building may be approved as compacted road base so long a an
effective maintenance agreement is submitted to the fire marshal for review and
approval. A plan is required to ensure the gravel road base is not subsequently
overgrown with weeds and grass and the fire lane obscured or limits of such lost
over time.
Response: The fire lane is dedicated as an EAE. The gravel road section and maintenance information
has been included with the site plan.

If so, please schedule an onsite inventory with City Forestry to obtain inventory

and mitigation information. This meeting should occur prior to next round of
submittals. Existing significant trees should be retained to the extent reasonably
feasible.
Response: There is not an existing tree in the expanded storage yard area. However, we did meet onsite
to review existing trees and discuss placement of new trees on the west side of the site. This is has been
reflected on the attached site plan.

Required tree sizes and method of transplant:
Canopy Shade Tree: 2.0" caliper balled and burlapped
Evergreen tree: 6.0' height balled and burlapped
Ornamental tree: 1.5" caliper balled and burlapped
If any mitigation is required, trees must be upsized to the following dimensions:
Canopy Shade Trees: 3.0" caliper balled and burlap or equivalent.
Evergreen Trees: 8' height balled and burlap or equivalent.
Ornamental Trees: 2.5" caliper balled and burlap or equivalent.
The site plans should include City of Fort Collins General Landscape Notes,
Tree Protection Notes and Street Tree Permit Note, when applicable.
Response: Noted. We met on site. There are no existing trees that will be effected by the construction.
Six (6) new pine trees are shown on the plan. City of Fort Collins General Landscape Notes have been
added to the plans. It seemed that the tree protection notes and Street Tree permit notes were not
applicable to this project.

If applicable, please provide an "Existing Tree Removal Feasibility Letter" for
City Forestry staff to review. Proposals to remove significant existing trees must
provide a justification letter detailing the reason for tree removal. This is
required for all development projects proposing significant tree removal
regardless of the scale of the project. The purpose of this letter is to provide a
document of record with the project's approval and for the City to maintain a
record of all proposed significant tree removals and justifications. Existing
significant trees within the project's Limits of Disturbance (LOD) and within
natural area buffer zones shall be preserved to the extent reasonably feasible.
Streets, buildings and lot layouts shall be designed to minimize the disturbance
to significant existing trees.
(Extent reasonably feasible shall mean that, under the circumstances,
reasonable efforts have been undertaken to comply with the regulation, that the
costs of compliance clearly outweigh the potential benefits to the public or would

unreasonably burden the proposed project, and reasonable steps have been
undertaken to minimize any potential harm or adverse impacts resulting from
noncompliance with the regulation.) Where it is not feasible to protect and retain
significant existing tree(s) or to transplant them to another on -site location, the
applicant shall replace such tree(s) according to City mitigation requirements.
